..

..

Memorandum
Gunnison Hydrology
June 25, 1991

match the most recent CWR&PDA study results. Thus, a depletion
of 67,530 AF is certainly very reasonable.

7.

Estimated future upstream depletions
including Silver Jack (Bostwick Park)

= 60,000 AF

This value simply reflects the subordination agreement. To date
there are only an estimated 1400-1900 AF of depletions occurring
under the subordination.

8. Average annual diversion to the Gunnison Tunnel = 336,400

The AB Lateral hydropower study shows historical diversions of
337,824 AF or a difference of 1,424 AF. Such a difference is
not considered significant enough to change for this rough
analysis.

9.

Minimum Annual Releases from Blue Mesa

= 756,000 AF

This represents the minimum amount required to be released for
power purposes to make the project economically viable according
to the USBR, "Economic Justification Report for the Aspinall
Unit", dated February, 1959. Releases from Blue Mesa were only
527,000 AF in 1990, and 522,000 AF in 1989. Prior to this, the
release in 1978 which totalled 707,133 AF was the lowest of
record (334,929 AF to Gunnison Tunnel + 371,204 AF measured
below the tunnel). One premise for the value is that this is
the minimum which should be released to meet downstream demand,
Given that there were calls for water in 1977 and 1978 by
Redlands this value would appear acceptable. However, according
to the State Engineer's office, the releases in 1989 and 1990
were adequate. Mr. Kepler noted that Redlands did call in 1989
but in 1990 Redlands did not call and made it through with just
minor shortages during March and a few days during the summer.
Thus, a release of 555,017 AF (327,824 + 217,193=555,017)Zis
probably closer to today's actual needs.

10. Minimum Annual Release from Blue Mesa
to Downstream seniors and Powell
(Min Ann Rel 756,000 AF - 336.400 AF to Gunnison Tunnel =
419,600 AF)
(Alternative Min Ann Release = 556,000-337,824=218,176)

Keep in mind that these releases still gain tributary inflow.

3
