..

..

..

Memorandum
Gunnison Hydrology
June 25, 1991

11. Aspinall/Uncompahgre Active storage (AF)

Taylor Park Reservoir
Blue Mesa Reservoir
Refill Blue Mesa Reservoir
Morrow Point Reservoir
Crystal Reservoir

- 106,230
- 748,430
- 122,702
42,120
12,910

Total Reservoir storage is divided into live storage and dead
storage. Live storage at facilities with hydropower is then
divided into active and inactive. Active storage is that
storage between full reservoir and minimum power pool, inactive

storage lies below minimum power pool and extends down to the
top of dead storage.

12. Approximate Distribution of the Natural Flow into Crystal
Reservoir

USBR 1906-83 1977
a. Historical depletions above Blue Mesa = 67,530 67,530 67,530
b. Estimate future upstream depletions = 60,000 60,000 60,000
(subordination)
c. unregulated inflow between Crystal
and Blue Mesa = 144,410 135,970 11,970
d. Diversions to Gunnison Tunnel = 336,400 337,824 355,420
e. Minimum Annual Releases from Blue = 419,600 419,600 419,600
Mesa to Senior Rights and Lake Powell =(218,176) (218,176) {218,176}
f. Estimated Marketable Yield from = 238,910 302,063 -518,520
Aspinall or alternatively remaining =(440,334) (503,487) (-317,096)
undeveloped flow
TOTAL 1,266,850 1,322,987 396,000

Note: minus sign denotes a storage release.

Conclusion, you can see from this analysis that if the natural
(virgin) flow drops, depletions rise or a commitment of the enti~e
estimated marketable yield to the Black canyon of the Gunnison IS
made, it can virtually preclude all but the 60,000 AF increment of
future development in the Gunnison Basin. with this in mind, my
comments on the proposed contract between Reclamation and the
National Park service are as follows:

1. The Board mayor may not wish to be a signatory to this
contract. If you sign, you have significantly limited
avenues of objection but have made yourself a participant

4
