In determining what permit conditions shall be required, <br />the permit issuing authority shall consider the items <br />p~esented under I, a, 1, c (2), and in addition; the <br />annual costs of plant modification in terms of dollars <br />per ton of salt removed for: <br />a) No salt return. <br />b) Minimizing salt return. <br />4. The no-salt discharge requirement may be waived in those <br />cases where the salt load reaching the main stem of the <br />Colorado River is less than one ton per day or 350 tons <br />per year, whichever is less, Evaluation will be made on <br />acase-by-case basis, <br />II. Municipal Discharges <br />The basic policy is that a reasonable increase in salinity <br />shall be established for municipal discharges to any portion <br />of the Colorado River stream system that has an impact on <br />the lower main stem, The incremental increase in salinity <br />shall be 400 mgjl or less, which is considered to be a <br />reasonable incremental increase above the flow, weighted <br />average salinity of the intake water supply. <br />A. Th~ permitting authority may permit a discharge in <br />excess of the 400 mgjl incremental increase at the time <br />of issuance orreissuance of a NPDES discharge permit., <br />upon satisfactory demonstration by the permittee that it <br />is. not practicable to attain the 400 mgjl limit, <br />B. Demonstration by the applicant must include information <br />on the following factors relating to the potential <br />discharge: <br />1. Description of the municipal entity and facilities. <br />2. Description of the quantity and salinity of intake <br />water sources, <br />3.
