<br />.' <br /> <br />COMMITTEE ACTIVITIES <br /> <br />The first ARCC meeting was held on September 22, 1994, in La Junta, Colorado, Governor <br />Romer attended and thanked the members for agreeing to participate in what he knew would <br />be a difficult process. The Governor stressed the importance of the committee's <br />responsibilities to the future of the Arkansas River basin and urged members to work <br />together on these critical issues. The ARCC met ten more times over the next fifteen <br />months, holding its most recent meeting on December 11,1995. <br /> <br />Initial meetings were used to brief members on the status of the Kansas v, Colorado <br />litigation, discuss potential organizational structure, and develop an overall work plan, <br />Briefings were provided on the 1980 John Martin Reservoir Operating Plan and the Winter <br />Water Storage Program, The Committee organized itself into three working subcommittees: <br />the augmentation water subcommittee, the water acquisition subcommittee, and the <br />recreation water subcommittee, <br /> <br />.' <br /> <br />Later meetings focused on specific issues, often developed at the subcommittee level and <br />forwarded to the full ARCC for further consideration. lbroughout the spring and summer <br />of 1995 the ARCC discussed proposed well regulations being drafted by the State Engineer, <br />and provided useful comments and input as the regulations were refined prior to <br />promulgation and filing in the Water Court. These regulations address both the need to <br />maximize the conjunctive use of the Arkansas Basin's surface and groundwater systems, and <br />the legal obligations of well pumpers under the Compact and the Colorado priority system <br />for the protection of senior surface right holders. The ARCC also considered the water needs <br />for several recreation and wildlife programs proposed for the Basin. The ARCC conducted <br />a reconnaissance level investigation of potential water supplies that might be available for <br />well augmentation and/or recreation purposes and shared the resulting information with all <br />members and other interested parties. <br /> <br />On September 7, 1995 the ARCC met in joint session with the CWCB in Lamar, Colorado, <br />At this joint meeting recommendations from the ARCC were presented and means of State <br />assistance were discussed, After that meeting a short informal reception was hosted by the <br />State Engineer and CWCB Director to thank the ARCC members for their time and service <br />to the State and the Arkansas basin, and allow further exchange of hopes and ideas, <br /> <br />. <br /> <br />6 <br />
