<br />.' <br /> <br />RESPONSIBILITIES ASSIGNED TO THE COMMITTEE <br /> <br />The Executive Order specifically assigned the following responsibilities to the ARCC: <br /> <br />. <br /> <br />Provide advice to and coordinate with the State Engineer on the development and <br />implementation of rules relating to the administration of water in the Arkansas River <br />basin, including advice related to: <br /> <br />'I <br /> <br />(1) rules and regulations needed to deal with post-compact pumping depletions <br />to usable Stateline flows required to meet compact obligations; <br />(2) rules and regulations needed to deal with pumping depletions to the flow of <br />the Arkansas River in Colorado; and <br />(3) the state's enforcement of rules and regulations, and any amendment of such <br />rules and regulations as may be needed, <br /> <br />. Provide recommendations to the Governor, General Assembly, Attorney General, <br />State Engineer, and Water Conservation Board on an appropriate remedy for past <br />depletions to usable Stateline flows in the event the Supreme Court of the United <br />States finds that post-compact pumping has violated the compact and that the state <br />must provide compensation, or in the event that the states of Colorado and Kansas <br />decide to negotiate a remedy. <br /> <br />. <br /> <br />. <br /> <br />Make recommendations to support efforts by the Department of Natural Resources, <br />local officials, water owners and others to accomplish water, wildlife and recreation <br />goals for the Arkansas River and associated reservoirs, including Trinidad Reservoir, <br />John Martin Reservoir, and the Great Plains Reservoirs, <br /> <br />. Provide a forum for ensuring that affected interests in the basin coordinate among <br />themselves and work with, and provide advice to, state agencies charged with <br />responding to the ruling in the Kansas v. Colorado lawsuit and carrying out other <br />projects and programs in the basin. The committee was charged with helping to <br />identify creative, coordinated, equitable, effective and economical actions related to <br />the full scope of its responsibilities, <br /> <br />. <br /> <br />5 <br />
