<br />liaison with the Governor and his administration and to obtain public <br />participation consistent with those cooperative efforts and with the <br />guidelines of the MOA. <br />III. Specific Problem Analysis Activities <br />The purpose of the Specific Problem Analysis is to articulate the <br />state/regional viewpoint concerning water and related land resource <br />problems and to provide information in a nationally consistent format at <br />the intra-Aggregat;ed Subarea (ASA) level of detail for use in the National <br />Priorities Analysis (refer to Table 1 for a listing of the activities, the <br />participants and the participants' designated responsibilities, and to <br />Appendix A for a listing of defined terms). <br />In order to accomplish this purpose and also to have maximum value <br />to users, the states will have a major role.in the assessment efforts. ~ <br />should be noted that the states will be asked to commit substantial manpower <br />and funds to an assessment mandated at the federal level, for which no state <br />appropriations have been programmed. Specifically, substantial efforts will <br />be required from each of the ten states to provide extensive intrastate as <br />well as interstate coordination among each of the states to complete the <br />following major items of work: <br />. Establishment of state goals, objectives and desires with regard <br />to national and regional development, economic growth, environmental <br />quality and social well-being of the state's population. <br />. Determination of the preferred alternative future for the state and <br />its deviation from both the central case and the modified central <br />case after analyzing socio-economic factors--such as population, <br />income and employment--and land and water uses for ec~h subarea <br />within the state and aggregating the results on a regionally- <br />consistent basis. <br /> <br />1382 <br /> <br />-2- <br />
