<br />0688 7. <br /> <br />Demand for re-operations storage may require the District to make additional <br />distributions of storage space within the current allocations for the entities <br />located both East and West of Pueblo; and, <br /> <br />8. Re-operations contracting will not impair the ability of re-operations <br />contractors or others from securing annual If & When storage contracts, as <br />space is available, and under the terms as established by Reclamation. <br /> <br />2.2 Limitations and Obligations Under Re-operations Contracts <br /> <br />1. Arkansas Valley Conduit Capacity-The Pueblo Dam south outlet works <br />capacity is 359 cfs, which includes 30.94 cfs for the Arkansas Valley Conduit, <br />278.50 cfs for the Pueblo Board of Water Works, 30.60 cfs for the Fountain <br />Valley Authority, and under separate authority, 18.94 cfs for the Pueblo West <br />Metropolitan District. The Arkansas Valley Conduit was an original element <br />of the Fry-Ark Project as authorized by Congress, and is currently undergoing <br />feasibility studies, Therefore, any re-operation of storage in Pueblo Reservoir <br />must protect the integrity of the delivery capacity from the dam that would <br />supply the conduit. New uses of the south outlet works would have to assure <br />that capacity for the Arkansas Valley Conduit is not compromised. <br /> <br />2. Flow Management Program - Re-operations contract holders agree to <br />participate in a cooperative flow management program designed to achieve a <br />100 cfs target minimum flow on the Arkansas river immediately below Pueblo <br />Dam. <br /> <br />3. <br /> <br /> <br />4. Winter Water Spill Credit - Re-operations contract holders agree to fund the <br />Winter Water Spill Credit as described below. <br /> <br />2.3 Winter Water Spill Credit-The Winter Water Spill Credit is a financial <br />credit for Winter Water spilled and is equal to the storage fees paid by each entity. <br />The Winter Water Spill Credit will only be available after Reclamation has <br /> <br />7 <br />
