The Report adds detail to the PSOP and changes the term District Water <br />Management Storage to "Enterprise Water Management Storage" in recognition <br />that the District's Water Activity Enterprise will manage the space. <br /> <br />This Implementation Committee Report (the "Report") began as a set of concepts <br />papers drafted by the Implementation Committee to describe the operational <br />details of the key elements of the Preferred Storage Options Plan. This Report <br />represents the consensus-based work of the Committee and will be the position of <br />the Southeastern Colorado Water Activity Enterprise as it works with the Bureau <br />of Reclamation on the implementation of the PSOP. <br /> <br />2. Re-operations Storage <br /> <br />2.1 Operational Details-Current project operating policies and constraints <br />must govern re-operations so that existing users of the Fry-Ark Project and the <br />Winter Water Storage Program are not adversely impacted. Current Fry-Ark <br />Project spill priorities and Allocation Principles will be maintained. Municipal <br />entities that wish to secure re-operations storage, should first sign an MOA with <br />the District's Enterprise by the June 1, 2001 deadline (see Participation Section of <br />this Report). Then, they will need to execute a contract with the Bureau of <br />Reclamation, once the authority for such contracts is established. The basic terms <br />of re-operations storage is outlined below: <br /> <br />I. Municipal entities that are eligible to utilize carryover storage in Project <br />reservoirs for their Project Water allocations, are also eligible to participate in <br />re-operations storage; <br /> <br />2. Municipal entities participating in re-operations contracts will be able to <br />decide how they wish to use the re-operations space (i.e., for Project or non- <br />Project Water storage, or both); <br /> <br />3. Eligible entities West of Pueblo may use re-operations space within the <br />12,400 acre-feet of space available for their Project storage; <br /> <br />6. Pueblo may use re-operations space within the 31,200 acre-feet of space <br />available for its Project storage; (May include the Pueblo Board of Water <br />Works storage contract which is similar to a re-operations storage contract); <br /> <br />6 <br />
