Porter, Chair- <br />man, representing the Assembly; Senator <br />Lawrence Walsh, the Senate; William H. Jen- <br />nings, the California Water Commission; and <br />public members William R. Seeger, Joseph <br />Jensen, James H. Krieger, and James F. So- <br />renson. Messrs. Holburt and Maughan <br />served as technical advisors to the Commit- <br />tee. At present the Committee concentrates <br />its primary effort on the Western States <br />Water Council and generally meets quarter- <br />ly, prior to meetings of the Council. <br /> <br />C) <br />~ <br />~ <br />o <br /> <br />, <br />j!' <br />, <br />I <br /> <br />National Water Commission <br />The National Water Commission was <br />created by the National Water Commission <br />Act, P.L. 90-515 enacted in September 1968, <br />to make a five-year study and recommenda- <br />tions to the President and the Congress on <br />the Nation's water needs, resources, and <br />problems. Formation of the Commission was <br />initially discussed in connection with the <br />Colorado River Basin Project legislation. <br />The Commission is composed of seven mem- <br />bers who are appointed by and serve at the <br />pleasure of the President. At the end of 1969 <br />the commission's members were: Charles F. <br />Luce, Chairman; Samuel S. Baxter, Vice <br />Chairman; Howell Appling, Jr.; Clyde T. El- <br />lis; Roger C. Ernst; Ray K. Linsley; and Jo- <br />siah Wheat. Theodore M. Schad is the Execu- <br />tive Director. <br />During the first year of its existence, the <br />Commission held one national and six re- <br />gional conferences. The purpose was to ob- <br />tain the views of water resources officials and <br />other leaders in various parts of the United <br />States with respect to the mission of the <br />Commission. The Colorado River Board was <br />invited to participate in the regional confer- <br />ence held in Los Angeles on October 27, <br />1969. The Board's comments were con- <br />solidated with those of other State agencies <br />into a single statement by the State of Cali- <br />fornia. California's official representative at <br />the conference was Director of Water Re- <br />sources Gianelli, accompanied by the Chief <br /> <br />14 <br /> <br />i,l, <br /> <br />Engineer and other State agency representa- <br />tives. California's comments emphasized the <br />close relationship between the National <br />Water Commission Act and the Colorado <br />River Basin Project Act, the Commission's <br />importance in formulating policies, princi- <br />ples, criteria, standards, and guidelines appli- <br />cable to interbasin transfers of water and the <br />recommendation to concentrate on fewer <br />studies than originally planned. <br />Also during its first year, the Commission <br />obtained information from consultants and <br />federal officials in the field of water re- <br />sources. Of special interest is a report by the <br />Commission's Panel on Ecology and the En- <br />vironment on ecological principles and in- <br />teractions between uses and the environ- <br />ment. <br /> <br />Water Resources Council <br />The Water Resources Council was created <br />by the Water Resources Planning Act of 1965 <br />(P.L. 89-80) to provide for the optimum de- <br />velopment of the Nation's natural resources <br />through the coordinated planning of water <br />and related land resources. The Council is <br />composed of the Secretaries of Interior; <br />Army; Agriculture; Health, Education, and <br />Welfare; Transportation; and the Chairman <br />of the Federal Power Commission, The <br />Council maintains a continuing study of the <br />Nation's water supplies and water require- <br />ments, reviews existing policies and pro- <br />grams to meet such requirements, and makes <br />recommendations to the President with re- <br />spect to these policies and programs. <br />During the year a task force of the Water <br />Resources Council prepared a report on <br />proposed new procedures for the evaluation <br />of water projects. The Board staff prepared <br />comments on the report which were coor- <br />dinated with comments of the Department of <br />Water Resources and presented to the Coun- <br />cil by Director of Water Resources Gianelli <br />at a public hearing in San Francisco on Au- <br />gust 8, 1969. The revisions suggested by the <br />Board staff would clarify the use of the bene- <br />fit-cost ratio and explain the allocation of <br />costs under the new procedures. <br />
