The
Council's member-states are Arizona, Cali-
fornia, Colorado, Idaho, Montana, Nevada,
New Mexico, Oregon, Utah, Washington,
and Wyoming. Texas has been participating
as a nonvoting observer in Council activities.
The Council is required to hold one regu-
lar meeting each year in the month of July at
a time and place to be decided by the Chair-
man. Special meetings may be called by the
Chairman or by a majority of the member
states upon thirty days' written notice. In the
past, the Council has held quarterly meet-
ings. The Executive Committee, consisting
of one representative from each member
state, exercises the powers of the Council be-
tween meetings on internal matters and
screens proposals and programs on external
matters before final consideration of the
council. The two working committees, the
Water Policy and Legislative Committee and
the Water Resources Committee, meet at the
call of the committee chairmen.
During 1969 William Holden of Idaho was
elected Council Chairman, and William R.
Gianelli of California, Vice Chairman. Jay R.
Bingham continued as Executive Director
for most of the year, but in December 1969
Mr. Bingham resigned as Executive Direc-
tor, and Thomas E. Cahill was appointed Ex-
ecutive Secretary. The Council headquarters
remain in Salt Lake City, Utah.
California's Council delegates during 1969
were William R. Gianelli, Director of Water

Resources, as Chairman; Gordon Cologne,
State Senator, 36th District; and Theodore J.
George, Marysville Civil Engineer. Myron
B. Holburt, Chief Engineer of the Colorado
River Board, and W. Don Maughan, of the
Department of Water Resources, served as
technical advisors to the California delega-
tion.
During 1969 the Council adopted resolu-
tions: (a) urging increased funding for Corps
of Engineers and Bureau of Reclamation
projects, (b) stating that the Council should
be consulted by the Secretary of the Interior
in formulating and conducting the regional
planning studies authorized by the 1968
Colorado River Basin Project Act, (c) urging
Federal construction of a prototype desalter
with a capacity of about 50,000 acre-feet per
year, (d) supporting the modernization of
federal reclamation laws regarding the 160-
acre limitation, (e) requesting increased fed-
eral grants to the states for state water plan-
ning, and (f) concerning the "Reservation
Doctrine" and the relationship of state and
federal governments with respect to water.
The presentation on the Oregon State
Water Plan, given at the Council's August 28
meeting at Portland, Oregon, was of particu-
lar interest to the Board. This plan forecasts
Oregon's ultimate requirements for Co-
lumbia River water in the year 2070 to be
134,000,000 acre-feet per year, measured at
the junction of the Willamette and Columbia
Rivers. The plan states that if Canada should
use all the Columbia Basin water originating
within that country, there would be a water
shortage in Oregon of 25,000,000 acre-feet
per year.

,

'/

Ii

I
1,1'
"
i,l
'I

:1
I

,I

California Advisory Committee on Western
States Water Planning
The California Advisory Committee on
Western States Water Planning advises and
consults with California delegates to any in-
terstate organization concerned with plan-

13
