<br />REGIONAL WATER DEVELOPMENT

<br />The Board continued its support of legisla-
<br />tion, planning efforts, investigations, confer-
<br />ences and negotiations that may lead to aug-
<br />mentation of the Colorado River.
<br />
<br />Western States Water Council
<br />The Western States Water Council was
<br />created as a result of resolutions adopted by
<br />the Western Governors Conference in 1964
<br />and 1965 to provide for effective cooperation
<br />among the western states in planning for
<br />development of their water resources. The
<br />Council's member-states are Arizona, Cali-
<br />fornia, Colorado, Idaho, Montana, Nevada,
<br />New Mexico, Oregon, Utah, Washington,
<br />and Wyoming. Texas has been participating
<br />as a nonvoting observer in Council activities.
<br />The Council is required to hold one regu-
<br />lar meeting each year in the month of July at
<br />a time and place to be decided by the Chair-
<br />man. Special meetings may be called by the
<br />Chairman or by a majority of the member
<br />states upon thirty days' written notice. In the
<br />past, the Council has held quarterly meet-
<br />ings. The Executive Committee, consisting
<br />of one representative from each member
<br />state, exercises the powers of the Council be-
<br />tween meetings on internal matters and
<br />screens proposals and programs on external
<br />matters before final consideration of the
<br />council. The two working committees, the
<br />Water Policy and Legislative Committee and
<br />the Water Resources Committee, meet at the
<br />call of the committee chairmen.
<br />During 1969 William Holden of Idaho was
<br />elected Council Chairman, and William R.
<br />Gianelli of California, Vice Chairman. Jay R.
<br />Bingham continued as Executive Director
<br />for most of the year, but in December 1969
<br />Mr. Bingham resigned as Executive Direc-
<br />tor, and Thomas E. Cahill was appointed Ex-
<br />ecutive Secretary. The Council headquarters
<br />remain in Salt Lake City, Utah.
<br />California's Council delegates during 1969
<br />were William R. Gianelli, Director of Water
<br />
<br />Resources, as Chairman; Gordon Cologne,
<br />State Senator, 36th District; and Theodore J.
<br />George, Marysville Civil Engineer. Myron
<br />B. Holburt, Chief Engineer of the Colorado
<br />River Board, and W. Don Maughan, of the
<br />Department of Water Resources, served as
<br />technical advisors to the California delega-
<br />tion.
<br />During 1969 the Council adopted resolu-
<br />tions: (a) urging increased funding for Corps
<br />of Engineers and Bureau of Reclamation
<br />projects, (b) stating that the Council should
<br />be consulted by the Secretary of the Interior
<br />in formulating and conducting the regional
<br />planning studies authorized by the 1968
<br />Colorado River Basin Project Act, (c) urging
<br />Federal construction of a prototype desalter
<br />with a capacity of about 50,000 acre-feet per
<br />year, (d) supporting the modernization of
<br />federal reclamation laws regarding the 160-
<br />acre limitation, (e) requesting increased fed-
<br />eral grants to the states for state water plan-
<br />ning, and (f) concerning the "Reservation
<br />Doctrine" and the relationship of state and
<br />federal governments with respect to water.
<br />The presentation on the Oregon State
<br />Water Plan, given at the Council's August 28
<br />meeting at Portland, Oregon, was of particu-
<br />lar interest to the Board. This plan forecasts
<br />Oregon's ultimate requirements for Co-
<br />lumbia River water in the year 2070 to be
<br />134,000,000 acre-feet per year, measured at
<br />the junction of the Willamette and Columbia
<br />Rivers. The plan states that if Canada should
<br />use all the Columbia Basin water originating
<br />within that country, there would be a water
<br />shortage in Oregon of 25,000,000 acre-feet
<br />per year.
