<br />C') <br />(T') <br />C') <br />~ During the year the Water Resources <br />c Council increased significantly the discount <br />o rate used for water project planning pur- <br />poses. A memorandum issued on April 14, <br />1969, contained the following instructions: <br />All reports to be received at the Water Re- <br />sources Council after July 1, 1969, should use the <br />current (4% percent) discount rate in plan formu- <br />lation or, preferably, the expected fiscal year 1970 <br />rate of 4% percent. <br />The previous rate was 3 Y. percent. The high- <br />er discount rate will have the effect of de- <br />creasing benefit-cost ratios and will cause <br />projects that were marginal prior to the in- <br />crease to become economically unjustified. <br /> <br />Type I, Comprehensive Framework Studies <br />Under the direction of the Water Re- <br />sources Council, State and Federal agencies <br />are presently working on the Comprehensive <br />Framework Study of Water and Related <br />Land Resources (Type I). These studies, com- <br /> <br />monly referred to as "Comprehensive," <br />"Framework," or "Type I" studies, are a <br />reconnaissance type survey of America's <br />land and water resources and needs and are <br />being conducted on about half of the river <br />basins and regions that cover the United <br />States. <br />The Water Resources Council has delegat- <br />ed to the Pacific Southwest Inter-Agency <br />Committee (PSIAC) the overall direction of <br />these studies for the four regions of the Pacif- <br />ic Southwest: California, Great Basin, Upper <br />Colorado, and Lower Colorado. These re- <br />gions are shown on Plate 3. PSIAC represen- <br />tatives are from nine federal agencies, from <br />each of the seven states of the Colorado River <br />Basin, and from Oregon and Idaho.
