Assuming that the No Action
alternative describes the current condition of the reservoir, and that no corrective action has yet been
taken by the Forest Service under the terms of the existing permit and! or operating plan, the
environmental consequences associated with the implementation of the No-Action Alternative
include the following:

. No impact to wetlands

. Continued erosion of Puppy Dog Lake drainage

. No additional water supply or storage capacity; Mt. Werner would have to develop
and! or utilize alternative water supplies to meet immediate and long-term water
demands; the City would also have to investigate alternative supply sources to meet
projected long-term water demands

. No power supply source to the site

. No remote operational control of the raw water system; the reservoir would
continue to be operated manually, on-site

. No early warning system to alert City and residents of dam safety conditions

. No in-stream flow augmentation and control; lower reaches of Fish Creek would
continue to be reduced to periodic low-flow or no-flow conditions

. No long-term fisheries pool for maintenance of fisheries, recreational activities, and
scenic beauty

. Potential impact on socioeconomic climate if lack of water restricts growth

. Continued use of existing service roads

. Continued use of existing campground facilities

. No debt incurred by City or Mt. Werner

. Expenditures to date of approximately one million dollars (for analysis and design
of the Proposed Action) would be lost

A further examination of impacts is presented in Section 2.5, Comparison of Alternatives Analyzed
in Detail and in Chapter 4, Environmental Consequences.

<:::::.:;:::~;:::::::.~@~:::;t;;~.::::;.:x;:::::::;:::';::::;;3::::::?,.::::-,:<;~Z0g,0>%:1;:::;:::::;.;":";:.,>>3~;x:;;-::;;:.;8">>::::::;:::'::0:;:,:::t:.:.:<:~.;..;,<-.:;;;:';:<;::::.,';;t~;':;,,:,;::;x:;;:::':::;~;;?-::>>;:::,~::>;:;:3~':;:';'0;~~:.:;:';:;:-:l::w.'~;:t:.~x:::m::;$~:;::;:;:.;<.3:~?~:::.;,&':::2::::;;:;:,~:::;:

Page S.6

September 1993
