<br />Alternatives"'to' a Proposed Action must also include "...reasonable alternatives not within the
<br />jurisdiction of the lead agency (40 CFR 1502.H(c)." In meeting this intent, there are two separate
<br />sets of alternatives analyzed. They are:

<br />. Alternatives from which the Forest Service has the authority to select; and
<br />
<br />. Alternatives that are not within the jurisdiction of the Forest Service but are
<br />available to the City and Mt. Werner to implement.
<br />
<br />The Forest Supervisor's decision on this analysis falls under the alternatives available to the Forest
<br />Service. These alternatives include:

<br />. Alternative A - No Action
<br />. Alternative B - Fish Creek Reservoir Expansion (proposed Action)
<br />. Alternative C - Smaller Reservoir Expansion
<br />
<br />Several options, which could be applied to the action alternatives (Alternatives B and C), are also
<br />presented. These options include:

<br />. Power Supply Options
<br />. Campground Relocation Site Options
<br />. Service Road Options
<br />. Borrow Area Options
<br />
<br />Three water supply alternatives are not within the jurisdiction of Forest Service. These alternatives,
<br />however, are available to the City and Mt. Werner and include:

<br />. Water Conservation
<br />
<br />. Infiltration Gallery Expansion
<br />
<br />. Combination Alternative (Water Conservation, Infiltration Gallery Expansion,
<br />Fish Creek Reservoir Modernization)
<br />
<br />A description of the alternatives available to both the Forest Service and the City and Mt. Werner
<br />is presented below.

<br />ALTERNATIVE A - NO ACTION
<br />
<br />The National Environmental Policy Act (NEPA) requires that a No Action Alternative be
<br />considered in all environmental documents. This alternative serves as the baseline for estimating the
<br />impacts of the other alternatives presented in the EIS. For the purposes of this analysis, the No
<br />Action Alternative describes the current condition of the reservoir. Under this alternative, a new
<br />Special Use Permit would not be granted by the Forest Service to expand the existing Fish Creek
<br />Reservoir and the City would continue to operate the reservoir under its existing Special Use Permit.
