Potential mitigation under <br />the No Action Alternative could include: . <br /> <br />. Enlargement of outlet pipe in main dam to help reduce flows through Puppy Dog <br />Lake channel <br /> <br />. Erosion protection in the Puppy Dog Lake drainage <br /> <br />. Repair of channel degradation below Puppy Dog Lake <br /> <br />. Upgrade of service roads <br /> <br />. Recommendation for design and implementation of early warning and remote <br />operational control systems <br /> <br />At this point in time, mitigation requirements under the No Action Alternative have not been <br />formally defined by the Forest Service. In the event, however, that the No Action Alternative is <br />selected by the Forest Supervisor, the nature and extent of potential mitigation would be further <br />addressed by the Forest Service under the existing permit. <br /> <br />ALTERNATIVE B - FISH CREEK RESERVOIR EXPANSION (Proposed Action) <br /> <br />Under Alternative B, the Proposed Action, the Forest Service would issue a new Special Use Permit <br />to the City to enlarge, use, operate and maintain Fish Creek Reservoir. The proposal includes <br />raising the height of the existing main dam by 20 feet, reconstructing and raising the saddle dam, and <br />creating a new spillway channel. The expansion would allow for an additional 2,280 AF of water <br />storage, from 1,842 AF to approximately 4,122 AF. Fifty acres of shoreline would be inundated, <br />changing the present size of the reservoir from 90 acres to 140 acres. An early warning system <br />would be installed in both the main and saddle dams. An electric underground powerline would <br />be installed to provide power to the early warning and remote off-site operational control system. <br />Funding for this proposal would be provided by both the City and Mt. Werner, with the City <br />financing 25 percent and Mt. Werner financing 75 percent of the cost. City Council has passed a <br />resolution approving the participation of the City in the financing of this proposal, providing that <br />the Proposed Action is approved and all necessary permits are granted (see Appendix I, City Council <br />Resolution/Reservoir Financial Plan). The estimated cost of the Proposed Action is $6,000,000 which <br />equates to a unit cost (cost per AF of water) of approximately $2,600/ AF. <br /> <br />Environmental Consequences of Alternative B <br /> <br />The environmental consequences associated with the implementation of Alternative B include the <br />following: <br /> <br />. Loss of approximately 15 acres of wetlands. <br /> <br />. Disturbance and loss of upland meadows, mixed conifer forests, and previously <br />undisturbed areas. <br /> <br />.
