<br />000737 <br /> <br />was also generally, but not unanimously, agreed that the current <br /> <br />methods of cloud seeding are crude and based on inadequate knowledge; <br /> <br />and that large-scale operations should await the scientific and engi- <br /> <br />neering advances which, given adequate effort and support, will be <br /> <br />forthcoming in the next few years. <br /> <br />Three major planning reports have been submitted which outline pro- <br /> <br />grams and requirements for expanding such efforts. The Environmental <br /> <br />Science Services Administration proposed an extensive 5-year research <br /> <br />program in all fields of weather modification including severe storm <br /> <br />~ <br /> <br />modification, hail suppression, lightning control, and regional climate <br /> <br /> <br />control.!:..!:/ At the request of the President's Federal Council for <br /> <br />Science and Technology, a planning report was submitted by the Inter- <br /> <br />departmental Committee for Atmospheric Sciences prepared by <br />Dr. Homer E. Newell.~/ This report recommends a major nationwide <br /> <br />effort based on fundamental principles and specifically outlines Federal <br /> <br />agency responsibilities and cooperation.
