Thus far, however,

none of the proposed research programs have reached the expanded

scale of activities recommended.

Application

An evaluation of how weather modification would be used to augment
water supplies centers around such questions as:

How much new usable water can be expected?

Where and how will it be produced?

What are the estimated costs?

What benefits could be derived?

What research and engineering effort is required to obtain a

reliable capability to produce the new water?

Preliminary estimates answering these questions are developed in the
following sections.

General

This paper considers only what can be done by the mid-1970's. This

restriction limits estimates of water supply increases by the nature

and scope of a reliable capability that can reasonably be developed and

6
