<br />It'is stated in Section 12 of P.L. 87-483 that the projects
<br />authorized 'by this Act (Navajo Indian and San Juan-Cl::IEQna) shi:1J.l 'be so
<br />operated t:na.t no waters diverted 01' used 'by means qf the project works, .
<br />which, together with all other waters used or diverted from the San
<br />.Jus.n R;l.ver in New Mexico, will exceed the water available to the S~te
<br />qf New Mexico under the allocation contained in Article III of the
<br />Upper Colorado River Compact for any water year, Furthennore, it
<br />is specified in Section 8, P.L. 87-483, previously quoted, that
<br />facilities of the initial stage shi:1J.l be so constructed and operated
<br />as to divert only natural flow of the Navajo, Little Navajo, and
<br />Blanco Rivers in COlorado, as set forth in the supplemental report
<br />dated May 1957; and that diversions to the Rio Grande Valley shall
<br />not exceed 1,350,000 acre-feet of water in any period of 10 consecutive
<br />years, and that not more than 270,000 acre-feet shi:1J.l 'be diverted in
<br />w::r Qneyear. Bypasses for water rights and :rnin1mUlll flows for fish and I
<br />wildlife must also be provided belOw each of the points of diversion.

<br />that flows of the Navajo River and the :Blanco River not be depleted at
<br />project diversion points below values set forth at page D2;.q of Appen-
<br />d.:l.x :D of the 'lru.re.au of RecJ..ame.tion Report concerning the project, dated
<br />November 1955, Page D2-7 shows the bypass requirements only in acre-
<br />feet for each month, The following table lists the values of page D2-7
<br />and also lists i;he$lquivalent values in cubic feet per second,
