<br />diversions of stored water and greater diversions of natural flows, The <br />depletions can be offset by daily, or other short-:period, releases of San <br />Juan-Ghame. water from Heron No, 4 Reservoir. The accretions can be used <br />in meeting the demands of the city of Albuquerque and the Middle Rio Grande <br />Conservancy District for San Juan-Chama water. <br /> <br />Thus, the future flow at otowi will be kept equal to the Rio <br />Grande flows prior to project operation plus additional San Juan-Chame. <br />water conveyed past that point for. use by the city of Albuquerque and the <br />Middle Rio Grande Conservancy District. <br /> <br />The city of Albuquerque will ultimately utilize an on-site <br />depletion of project water,which can be supplied by direct diversion <br />from the river, or by pumping frcim ground water, of 50,000 acre-feet :per <br />year. This use will resuJ.t in a diminution of Rio Grande flows that <br />will have to be replaced on a daily or short-period basis. <br /> <br />. Delive:1:'ies of supplementa.J. water to the Middle Rio Grande Conser- <br />vancy District will be made in a.ccordance with the needs of the Conservancy <br />District. There will be no significant return. flow from the San Jua.i1-Chama <br />water delivered to the Conservanc'y Dis~rict, because of its many reuses <br />which can be made through the interconnected distribution and dra.inage <br />systems wi thin the Conservancy District,' <br /> <br />It is necessary that the project be operated and the 'Water be <br />accounted. for so as to insure compliance with the Colorado River Compact, <br />-the Upper Oolorado RiVer :Basin Compact, the Rio Grande Compact, the' Colorado <br />River stora.ge Project Act, P.L, 87-483, and applicable state laws, For <br />ease of defining the interests of the individua.J. states and the parties <br />mentioned in Section 8(e), P.L. 87-483, the discussion of proposed a.acounting <br />procedures is subdi'Vided into three categoriesl (1) diversion from the <br />Colorado River system, (2) the interstate problem of operations on the Rio <br />Grande to insure compliance with the Rio Grande Oompact, and (3) the intra- <br />state problem in New Mexico for daily administration of the project and <br />accounting for water. <br /> <br />5 <br /> <br />Rev. 2/25/63 <br />
