<br />000878 <br /> <br />. <br /> <br />. <br /> <br />Such a commitment is required to develop a comprehensive <br />management plan for the Platte River, which when implemented will <br />provide sufficient habitat quantity and quality so that habitat <br />and flow conditions in the Platte River will not limit endangered <br />species recovery. In addition, implementation of a management <br />plan will allow further water development to proceed in <br />compliance with the Endangered Species Act. <br /> <br />To meet the goal of the Joint study, a specific funding program <br />and staff dedicated to the study would be required for FY 1992 <br />and 1993. This funding is for addressing habitat needs and <br />goals, determining water and land use requirements, identifying <br />the availability of resources to meet the needs, and addressing <br />potential conflicts with state water right systems, contracts, <br />compacts, and decrees. Such funding should be provided in the <br />u.S. Fish and wildlife Service budget in the amount of $350,000 <br />for FY 92 and $400,000 for FY 93. The Service would transfer <br />half the funds provided under this appropriation to Reclamation <br />as a study partner. These funds would enable both agencies in <br />cooperation with other interested entities to complete the <br />Habitat Management Plan. Figure 1 is the schedule of tasks <br />developed by the Work Group that would lead to the development of <br />a recommended Habitat Management Plan, contingent upon the <br />funding identified above. <br /> <br />Conclusion <br /> <br /> <br />The process of developing a habitat management plan has been a <br /> <br /> <br />long process and the Work Group has made significant progress <br /> <br />10 <br />
