This task will include combinations of water and land

management methods to produce a potential habitat management plan

to provide for species habitat recovery.

Task 7 - Compare Alternatives

To evaluate management alternatives, the Work Group recognized a

need for a systematic approach to compare alternatives. During

FY 1991, the Work Group outlined 10 criteria for comparing the
measurement of effects associated with the alternatives. The 10

criteria were ultimately regrouped into four main criteria. The

four criteria identified for comparing alternatives are: 1)

direct costs, 2) water utilization analysis, 3) environmental

effects and 4) opportunity costs. Since the actual benefit and

effects of the alternatives are not known, estimates of potential

8
