In cooperation <br />with the Bureau, the Division of Water Resources made surveys of <br />a number of proposed projects in the Republican river basin. The <br />information has been supplied to the Bureau for use in connection <br />with a plan of irrigation development which it is studying. <br />This publication, in the nature of a progress report, is the first of <br />a series to be prepared dealing with the subject of "A State Plan of <br />Water Resources Development." It is expected to consider each <br />of the principal drainage basin within the state as a unit and work <br />out a comprehensive plan for the use and control of the water re- <br />sources of each. A plan for the state as a whole will thus be evolved <br />o\'er a period of years as this work is extended to include all of the <br />major streams in Kansas. <br />The organization of a staff to start preparation of the plan was <br />undertaken when the governor approved the legislative act of 1941 <br />appropriating funds for initiating this long-delayed and much-needed <br />development. The work embraces the making of surveys and field <br />investigations as well as office studies and plans, and requires the <br />services of especially trained or experienced engineers. <br />Because of the growing needs of national defense during the sum- <br />mer of 1941, it was not an opportune time to organize a staff. Capa- <br />ble men were obtained for key positions, but it was practically im- <br />possible to secure the services of younger men for subordinate places. <br />The work was started with a fairly well organized field staff, but <br />only a partially organized office staff. Later, as the United States <br />became directly involved in the war, the personnel of the depart- <br />ment was reduced as men left to enter military and naval service, <br />or to accept employment in war industries. Thus, the work was <br />handicapped. Nevertheless, substantial progress has been made as <br />oet forth in detail in this report. <br /> <br />.' .:: . ~ .'.: .
