<br />conjunction with the federal government by way of securing financial and
<br />professional aid and assistance, work out a systematic general plan for the
<br />complete development of .each watershed in the state in order to secure the
<br />most advantageous adjustment of the interest invoh:ed in matters of floods,
<br />irrigation, water power and navigat.ion. Where any department of the federal
<br />government. is now or hereafter may be engaged in the development oi plans,
<br />affecting any of the subject.;; referred to in this act this commission (now the
<br />Division of Water Resources) may cooperate with such federal department.
<br />.Water development of all kinds throughout the state shall conform to the
<br />general plans adopted by the commission (now the Division of Water Re-

<br />With the funds that have been made available during the years
<br />previous to 1941 the Division has maintained and extended the sys-
<br />tem of stream gaging stations previously established to obtain in-
<br />formation as to daily fluctuations in the quantity of water in Kansas
<br />~treams. It is necessary that the amount of water in our streams be
<br />accurately determined as a basis for the preparation of plans in
<br />order that the development of these supplies may proceed in an
<br />orderly manner. In addition to stream gaging work and the other
<br />duties of the office, the Division has examined and studied Army
<br />Engineers' plans for proposed reservoirs to control floods on the
<br />Marais des Cygnes, Verdigris and Smoky Hill rivers with a view to
<br />evaluating their relation to a state-wide plan. In a number of
<br />instances efforts were made to secure revisions of such plans where
<br />changes were of importance from the viewpoint of the state's in-
<br />terests. On July 1, 1941, funds became available to begin actual
<br />preparation of a comprehensive state plan of water resources de-
<br />velopment.
<br />After careful consideration of the problems on various Kansas
<br />streams and the status of other investigations in regard to certain
<br />of their specific aspects, the State Board of Agriculture authorized.
<br />the Division of W!lter Resources to first undertake a study of the
<br />Neosho river basin because of war industries being established in
<br />the area and the prospect of their further expansion. The stream
<br />is also subject to frequent floods, low flows; it provides water for
<br />municipal and industrial use, waste disposal and some irrigation and
<br />thus presents a combination of problems such as is probably not en-
<br />countered on' any other stream in the state. Previous surveys of
<br />various kinds have made available a great deal of the basic data
<br />that is necessary for a complete study of the watershed, and since
<br />the Army Engineers are now engaged on the preparation of a report
<br />on reservoirs for the basin, it was deemed desirable that the studies
<br />of the Division of Water Resources should proceed simultaneously
