Where any department of the federal
government. is now or hereafter may be engaged in the development oi plans,
affecting any of the subject.;; referred to in this act this commission (now the
Division of Water Resources) may cooperate with such federal department.
.Water development of all kinds throughout the state shall conform to the
general plans adopted by the commission (now the Division of Water Re-
sources). [L.1917, ch. 172, H; March 24; R. S. 1923, 24-901.]"

With the funds that have been made available during the years
previous to 1941 the Division has maintained and extended the sys-
tem of stream gaging stations previously established to obtain in-
formation as to daily fluctuations in the quantity of water in Kansas
~treams. It is necessary that the amount of water in our streams be
accurately determined as a basis for the preparation of plans in
order that the development of these supplies may proceed in an
orderly manner. In addition to stream gaging work and the other
duties of the office, the Division has examined and studied Army
Engineers' plans for proposed reservoirs to control floods on the
Marais des Cygnes, Verdigris and Smoky Hill rivers with a view to
evaluating their relation to a state-wide plan. In a number of
instances efforts were made to secure revisions of such plans where
changes were of importance from the viewpoint of the state's in-
terests. On July 1, 1941, funds became available to begin actual
preparation of a comprehensive state plan of water resources de-
velopment.
After careful consideration of the problems on various Kansas
streams and the status of other investigations in regard to certain
of their specific aspects, the State Board of Agriculture authorized.
the Division of W!lter Resources to first undertake a study of the
Neosho river basin because of war industries being established in
the area and the prospect of their further expansion. The stream
is also subject to frequent floods, low flows; it provides water for
municipal and industrial use, waste disposal and some irrigation and
thus presents a combination of problems such as is probably not en-
countered on' any other stream in the state. Previous surveys of
various kinds have made available a great deal of the basic data
that is necessary for a complete study of the watershed, and since
the Army Engineers are now engaged on the preparation of a report
on reservoirs for the basin, it was deemed desirable that the studies
of the Division of Water Resources should proceed simultaneously

.".;'-
.-.,.".
.~>{;;i:i{:~f:.~.t:::i:'~;!.~,2.')

;_ n".:".:.: .,' "...

:.
