<br />eluding the watersheds thereof, for flood control purpooes in the
<br />interest of the general welfare, or participate in such improvcment
<br />"if the benefits to whomsoever they may accrue are in excess of the
<br />estimated costs, and if the liveo and social 8ecurity of the people are
<br />otherwioe adversely affected." In the case of a dam and resen'oir
<br />~onstructed by the federal government the entire cost, including
<br />lands and damages, is paid by it and the project remains the prop-
<br />erty of the government. For le\"Ces or channel improvements con-
<br />8tructed by the government, it is required that states or political
<br />subdivisiono thereof provide the neceosary rights of way and main-
<br />tain and operate the works after completion. Examples of works
<br />built under these laws are the Kanopolis dam on the Smoky Hill
<br />river below Ellsworth, and the levee along the south side of the
<br />Kansas river at Topeka. Both being built by the Army Engineero,
<br />the dam is being constructed wholly at government expense, while
<br />Levee District No.6, a political subdivision of the state, provided
<br />the right of way and maintains the levee built at Topeka.
<br />It is expected that the federal government will continue presf'nt
<br />flood control policies. Some of the major works in the Neosho basin
<br />will without doubt be federal projects. Others may require local
<br />participation or be entirely local. More important at this time than
<br />the question of who shall construct the works, is the completion of
<br />a plan and a determination of what works should be built to the end
<br />that a construction program will be ready either for a postwar pro-
<br />gram or when the circumstances arise that require construction for
<br />some specific purpose prior to that time.
<br />Experience has shown that a state or locality which was ready
<br />with a well-conceived and adequately supported plan that met its
<br />needs, has been more successful in securing the construction of
<br />needed works than one which was not so prepared. A notable ex-
<br />ample is the state of California. During the period 1921 to 1930,
<br />inclu3ive, that state was engaged in the preparation of a state water
<br />plan. It was completed prior to the vast public works program of
<br />a few years ago. At this time every major unit in the plan, in-
<br />volving a construction program of almost $400,000,000, has been
<br />built or is under construction, for the most part with federal funds.
<br />Of special note is the fact that the great Colorado River Aqueduct,
<br />carrying water to the metropolitan area in southern California, re-
<br />quiring nearly nine years for its construction, was completed in Au-
<br />gust, 1941, just before the war period. Without this additional
<br />supply of water the enormouo industrial expansion which has taken
<br />
