In the case of a dam and resen'oir
~onstructed by the federal government the entire cost, including
lands and damages, is paid by it and the project remains the prop-
erty of the government. For le\"Ces or channel improvements con-
8tructed by the government, it is required that states or political
subdivisiono thereof provide the neceosary rights of way and main-
tain and operate the works after completion. Examples of works
built under these laws are the Kanopolis dam on the Smoky Hill
river below Ellsworth, and the levee along the south side of the
Kansas river at Topeka. Both being built by the Army Engineero,
the dam is being constructed wholly at government expense, while
Levee District No.6, a political subdivision of the state, provided
the right of way and maintains the levee built at Topeka.
It is expected that the federal government will continue presf'nt
flood control policies. Some of the major works in the Neosho basin
will without doubt be federal projects. Others may require local
participation or be entirely local. More important at this time than
the question of who shall construct the works, is the completion of
a plan and a determination of what works should be built to the end
that a construction program will be ready either for a postwar pro-
gram or when the circumstances arise that require construction for
some specific purpose prior to that time.
Experience has shown that a state or locality which was ready
with a well-conceived and adequately supported plan that met its
needs, has been more successful in securing the construction of
needed works than one which was not so prepared. A notable ex-
ample is the state of California. During the period 1921 to 1930,
inclu3ive, that state was engaged in the preparation of a state water
plan. It was completed prior to the vast public works program of
a few years ago. At this time every major unit in the plan, in-
volving a construction program of almost $400,000,000, has been
built or is under construction, for the most part with federal funds.
Of special note is the fact that the great Colorado River Aqueduct,
carrying water to the metropolitan area in southern California, re-
quiring nearly nine years for its construction, was completed in Au-
gust, 1941, just before the war period.
