<br />Future Municipal and Industrial Needs
<br />
<br />As previously pointed out a large growth of population and a
<br />great deal of industrial expansion have taken place in the basin
<br />during the past two years centering about Pitts burg and Parsons.
<br />In considering the effectiveness and benefits of various plans, it will
<br />be necessary to take account of the possible future limits of such
<br />growth. For this reason, a study will be made of the probable
<br />water supply requirements for future municipal Uses. Likewise, in
<br />cooperation with the Kansas Industrial Development Commission,
<br />it is essential to determine as far as possible, the character and ex-
<br />tent of industry which may be expected to become established in
<br />the area, and the probable needs of water in manufacturing proc-
<br />esses. These are governing factors in establishing the ultimate de-
<br />gree of stream flow regulation for which provision should be made.

<br />Local Problems
<br />
<br />In addition to the water problems of the entire basin there are a
<br />number of local problems which will be given attention. Labette
<br />creek produces serious flooding in Parsons. Within the past two
<br />decades Rock creek has flooded Burlington three times. Many other
<br />places in the basin are confronted with difficult local problems.
<br />Some of these will be eliminated or relieved by improvements on
<br />the main stem of the river, but for others the solution will be
<br />achieved only through a study of each problem.
<br />In completing the plan for the basin, consideration will be given
<br />to the question of how the cost of construction of such projects may
<br />be financed, whether present laws relating to the construction of
<br />public improvements of this character are adequate, or if new legis-
<br />lation would be needed for their construction.
<br />Upon completion of an analysis of all of the economic factors in-
<br />volved in the several plans of development to be considered, conclu-
<br />sions must be drawn as to their relative feasibility. Specific recom-
<br />mendations should be made then as to the plan which should be
<br />adopted and to which water development of all kinds should con-
<br />form in the Neosho basin.
<br />
<br />THE CONSTRUCTION OF THE WORKS
<br />
<br />The completed plan will show the location and character of the
<br />works needed to make it effective. Under existing law (the federal
<br />flood control acts of 1936 and 1938) it is the declared policy of the
<br />federal government to improve the ri\"ers and other waterways, in-
