<br />0'02108 <br /> <br />30 <br /> <br />Kansas State Board of Agriculture <br /> <br />A ~imilar procedure will need to be followed in determining the <br />feasibility of re~ervoirs for flood control on tributaries of the Cotton- <br />wood river. It will, however, be somewhat more complicated be- <br />cause of the necessity of considering not only each of the proposed <br />reservoirs separately, but also all 01' any number of them operated <br />together as a system. As before, ~everal sets of preliminary de- <br />signs and estimates of cost will need to be made. The extent to <br />which such reservoirs may be justified as units in a plan for the <br />Neosho basin will depend ag'-lin upon a favorable comparison of <br />costs and benefits. <br />Upon completion of the model which is being constructed of a <br />portion of the Cottonwood ri,'er, a series of tests must be made to <br />determine what reduction in flood stages may be expected as a re- <br />sult of channel straightening. This also involves several alternate <br />combinations of which the relative effectiveness must be analyzed <br />and translated into terms expressing the amount of benefits in <br />money. Estimates of cost for channel straightening will be based <br />on plans developed from information obtained in making tests of <br />the model. The usual comparison of total costs and benefits will <br />reflect which plan is the most economical and whether the cost of <br />this method of control would be justified by the benefits. <br />In determining upon a plan for flood control on the Cottonwood <br />river, consideration must be given also to all logical combinations <br />of tributary reservoirs and channel improvements. The costs and <br />benefits of various combinations must be computed. Comparison <br />will be made of these and results which can be obtained by either <br />reservoirs or channel l'traightening alone. Many variable factors <br />are thus involved in formulating a plan to deal effectively and eco- <br />nomically with the complex flood control problems of this stream <br />and a considerable amount of work remains to be done on these <br />phases of the problem now being studied. <br />There remain to be considered also, the problems along the upper <br />branch of the Neosho river above the mouth of the Cottonwood. If <br />it appears that the Council Grove reservoir under consideration by <br />the Army Engineers, will be a part of the plan for the basin, studies <br />as to this section of the river will be directed primarily toward deter- <br />mining what supplemental channel improvement may be needed and <br />justified. The plans wiU be developed as is now being done for the <br />Cottonwood river.
