<br />at approximately one-half mile intervals and maps and aerial photo-
<br />graphs showing details of the valley. This work is being done in
<br />coop,eration with the Engineering Experiment Station of Kansas
<br />State College at Manhattan. Construction was started in June,
<br />1942, and tests will be made as soon as the model is completed.
<br />Past experience with the use of levees as the principal method of
<br />flood control on streams of this kind, has been so unsatisfactory that
<br />it appears their application to the solution of the problem will be
<br />limited to a supplementary role in local areas where such additional
<br />protection may be justified. While the matter has not been studied
<br />yet, it seems that levees would be of use, generally in connection
<br />with channel improvements for the purpose of confining overflow to
<br />limited areas, and filling in low places along the banks to make
<br />channel capacities more uniform.
<br />While considerable progress has been made, particularly with
<br />some phases of the problcm, it is apparent that a good deal of work
<br />still remains to bc done before conclusions can be reached as to the
<br />elements which should be incorporated into a comprehensive plan
<br />that can be recommended for adoption.

<br />WORK REMAINING
<br />
<br />SO far the studies have progressed through several of the phases
<br />concerned with various physical factors which are involved. In
<br />addition to completing this and dealing with a number of more local
<br />problems, there remains to be considered the economic aspects of
<br />several possible plans of development.

<br />Flood Control
<br />
<br />As to the Strawn reservoir, it is necessary to determine its effect
<br />on different conditions of flood diseharge and to compute the cor-
<br />responding net amount of benefits which would result from various
<br />degrees of controL In each case preliminary designs must be worked
<br />out for the required dam, spillway, outlet conduits and appurtenant
<br />control and operating structures on the basis of which reliable esti-
<br />mates of construction costs can be prepared. To this must be added
<br />in each instance, the costs of lands and damages involved and esti-
<br />mates of charges for maintenance, operation and amortization. A
<br />comparison of the total costs and benefits for the several different
<br />conditions to be considered will then indicate the greatest degree of
<br />control which can be economically justified.
