"Reservoirs affording stream control also would be a decided help to agri-
culture by providing a Bure supply of water for irrigation which haB been
found practical along the Neosho in Coffey county where a number of fields
of corn and alfalfa are being irrigated in addition to the irrigating of smaller
tracts devoted to melons, tomatoes, etc., and the indications are that a great
many others along the river will have irrigation plants working when hot
weather comes again,"

By an amendment to the flood control act of 1936, congress, the
following year, authorized and directed the Secretary of War to
cause a preliminary examination and survey to be made for flood
control on the Neosho river and its tributaries in Kansas, Oklahoma,
Missouri and Arkansas. A report on this is being prepared by the
army engineers at the present time (1942).

Soil Conservation Service

In accordance with further provisions of the same act, 'the Sec-
retary of Agriculture was authorized and directed to cause a prelimi-
nary examination and survey to be made for runoff and water flow
retardation and soil erosion prevention on this watershed. This
work is being done by the Soil Conservation Service.
Thus a number of previous investigations have served to define
the problem more clearly. They have resulted in the assembling of
much data and information which is extremely useful and materially
reduces the volume of work needed to be done in developing a com-
prehensive plan to deal with the various problems.

PROGRESS ON THE PLAN

The water problems in the Neosho basin are susceptible of being
treated by a suitable combination of methods ordinarily employed
in dealing with the control of floods and providing water supplies
for various purposes, These include the construction of levees to
limit the area over which flood water may spread; the straightening,
deaning and maintaining of channels to increase their capacities to
convey water; the ~onstruction of reservoirs in which surplus quanti-
ties of water may be stored to withhold them from the str:eam in
times of flood and release them later as may be required to sustain
stream-flow for various purposes; and land use practices for erosion
control and to prevent the rapid accumulation of silt in reservoirs.
Following the public hearings held in the Neosho valley by the
U, S. War Department in 1936, at which the need and desire for
