'.. . <br />"0','. _-. <br />'. ,'- '. <br /> <br />By an amendment to the flood control act of 1936, congress, the <br />following year, authorized and directed the Secretary of War to <br />cause a preliminary examination and survey to be made for flood <br />control on the Neosho river and its tributaries in Kansas, Oklahoma, <br />Missouri and Arkansas. A report on this is being prepared by the <br />army engineers at the present time (1942). <br /> <br />Soil Conservation Service <br /> <br />In accordance with further provisions of the same act, 'the Sec- <br />retary of Agriculture was authorized and directed to cause a prelimi- <br />nary examination and survey to be made for runoff and water flow <br />retardation and soil erosion prevention on this watershed. This <br />work is being done by the Soil Conservation Service. <br />Thus a number of previous investigations have served to define <br />the problem more clearly. They have resulted in the assembling of <br />much data and information which is extremely useful and materially <br />reduces the volume of work needed to be done in developing a com- <br />prehensive plan to deal with the various problems. <br /> <br />PROGRESS ON THE PLAN <br /> <br />The water problems in the Neosho basin are susceptible of being <br />treated by a suitable combination of methods ordinarily employed <br />in dealing with the control of floods and providing water supplies <br />for various purposes, These include the construction of levees to <br />limit the area over which flood water may spread; the straightening, <br />deaning and maintaining of channels to increase their capacities to <br />convey water; the ~onstruction of reservoirs in which surplus quanti- <br />ties of water may be stored to withhold them from the str:eam in <br />times of flood and release them later as may be required to sustain <br />stream-flow for various purposes; and land use practices for erosion <br />control and to prevent the rapid accumulation of silt in reservoirs. <br />Following the public hearings held in the Neosho valley by the <br />U, S.
