<br />the situation as a result of this report was disappointing and seemed
<br />considerably remote.
<br />In 1936, congress authorized the construction of eertain flood con-
<br />trol works. lnduded in this bill were provisions for levees to protect
<br />the cities of Florence, Cottonwood Falls, Emporia, Neosho Rapids,
<br />Hartford, Le Roy, Neosho Falls, lola and Chetopa in the Neosho
<br />valley. The plan called for federal funds to eonstruct the levees,
<br />while the benefited areas were to provide the rights of way and
<br />assume all liabilities incident to construction. The works were to
<br />be maintained and operated by the local agencies.
<br />At public hearings held by the U. S. War Department in several
<br />towns in the Neosho valley in the late summer of 1936, relative to
<br />local cooperation, it was determined that with the exception of the
<br />city of lola, local interests did not desire the eonstruction of the
<br />proposed levees and would not provide the rights of way needed.
<br />The general sentiment expressed at the hearings was in favor of
<br />reservoirs for the storage and control of water.
<br />The Flood Control Committee of the Burlington Commercial Club
<br />submitted a statement at the hearing held in that city expressing the
<br />consensus of opinion of local people and others in the Neosho valley
<br />in these matters. It is typical of statements made at the hearings
<br />held at other points in the valley. It was expressed as being "the
<br />unanimous opinion of the community that the city' of Burlington
<br />would be injured by levees about the city rather than benefited."
<br />After some further discussion of this, the conclusion is stat,ed that,
<br />"The people of Burlington do not want levees." In addition to thus
<br />expressing the opinion of the community as to the proposed levees,
<br />the statement also included suggestions as to the kinds of improve-
<br />ment which would be regarded as being desirable. It was "respect-
<br />fully suggested that reservoirs on the headwaters of the Neosho and
<br />Cottonwood rivers and of the creeks emptying into them would re-
<br />tain sufficient water to lower the crests of the floods to such an extent
<br />that very little damage would result."
<br />Attention was also directed to other advantages of reservoirs,
