Charles Beise amplified on the material he fozowarded to all members of the BoaTd
relative to the Corps of Army Engineers Proposal. He stated he distributed this
material as he felt it would be of value to the Directors in evaluating the Districts
position in this matter. He stated the Public Records Committee of the Colorado
State Legislature is holding meetings on proposed Legislation and advised he will
be in contact with members of the Committee to answer specific questions relative
to the Districtls Record Case.

Chairman Dilley reported that Chairman Ted Gill and seven members of the Water
Legislation Committee of the Colorado State Legislature participated in an informal
tour of a number of wells in the Arkansas Valley. and he felt they obtained valuab'-e
information relative to the complexities involved in the use of surface and ground
water. Vice President Roy Cooper represented the Fort Lyon Canal Company on
this tour, and shared the Chairmanls observations.

RIVER ADMINISTRATION COMMITTEE:

Chairma.n James Wagner stated that reaction to the first four brochures distributed
by the District has been very good, and indicated that brochure 1/5, which will cover
the Project, should be ready for review by the Committee. within the next few months
after revisions of the Project have been incorporated.

COLORADO WATER CONSERVATION BOARD MEETING:

President Nichols reported that be and Director Christy. along with General Man-
ager Thomson attended the Colorado Water ConBervation Board meeting held in
Rifle, Colorado, on September 7 and 8, at which U. S. Representative Wayne
Aspinall and Senator Gordon Allot! reported in depth on the Central Arizona contro-
versy. He stated that after their reports and general discuflsion, the members of
the Board unanimously reaffirmed the Colorado position. Mr. Nichols also advised
that the Conservancy Districts involved in the' five Western Colorado Projects con-
curred in the reaffirmation of Policy. Mr. Christy stated he was very much impres-
sed with the close working relationship between Congressman Aspinall and Senator
Allot!. and was gratified over the fact the State Board did reaffirm its Policy on this
matter.

COLORADO WATER CONGRESS:

President Nichols reported he attended the meeting of the Executive Committee of
the Colorado Water Congress In Rifle. on September 8, 1967, and advised that the
Congress in company with the Colorado Water Conservation Board will sponsor an
educational tour for members of the Colorado State Legislature and representative
Congressmen, to the Glen Canyon Project the week of October 8 - 14, 1967. He
advised that Director Sparks of the Water Conservation Board had asked each Con-
servancy District to send representatives on the trip. in order that the Legislators
might receive an overall picture of the complicated water situation within the State
and between the States. Mr. Nichols advised that Conservancy Districts have been
asked to help defray the expense a of the trip; and that the amount requested from
Our District is $700. 00. After general discussion on the absolute importance of this
activity Wagner mover, seconded by Shoun, that the Board invest $700. 00. Motion
unanimously carried. President NicholS stated that due to space limitations only two
repreBentatives from each Conservancy District could accompany the representatives
