<br />BOARD OF DIRECTORS VACANCY:

<br />Judge S. Philip Cabibi stated he had received applications and nominations from
<br />approximately eight people in Bent County who are interested in filling the vacancy
<br />created by the resignation of Mr. Kenneth Shaw" He advised that nominations and
<br />applications were closed as of September 21, and he will carefully analy~e the
<br />lettr:l's of endorsement and qualifications between that date and October 10, when he
<br />hopes to have a formal announcement on the appointment. He will issue the Oath of
<br />Office at the regular Board meeting on Thursday, October 19, 1967.

<br />NATIONAL RECLAMATION ASSOCIATION CONVENTION:
<br />
<br />President Nichols stated it has been the policy of the Board of Directors that rep-
<br />resentatives from the District should be present at all National Reclamation As- .'
<br />sodation meetings, and it is extremely :l.r.nportant this year that the District be .'
<br />present, because of the fact our own Director Harold Christy is President of NRA,
<br />and that major water issues will be discussed as a part of the Program.' Mr. Christy
<br />stated he feels that it is important that this District be adequately represented at the
<br />meeting since so many members of Congress will be both Speakers and in attendance.
<br />He reported that because of group rates and specia.l concessions offered by the hotel.
<br />the actual cost to the District will not be rnucll greater than meetings held on the
<br />Coasts of the United States.

<br />Ciruli asked whether or not National Reclamation Association pickS up any of the'
<br />cost of their President's expense, and Mr. Christy advised that they pay for the
<br />room. Mr. Young observed he feels that Christy and the General Manager should
<br />go, along with three others thus keeping in line with the policy adopted by the Board.
<br />President Nichols asked for a show of hands of those who could attend. Directors
<br />Everett, Cooper and Shoun indicated their schedules would permit their attendance.
<br />After general discussion Shoun moved that the Board authorize five, including Christy
<br />and the Manager, to represent the District at the NRA meeting. Everett seconded,
<br />and the motion was unanimously carried.

<br />NA TIONAL RIVERS AND HARBORS:
<br />
<br />Mr. Christy reported he had been invited to serve another year on the Project Com-
<br />mittee of National Rivers and Harbors. and asked for the feelings of the Board on
<br />this matter. Several Directors spoke that it is important that Colorado and this area
<br />be represented on this important Committee, and after further discussion, Young
<br />moved, seconded by McCurdy, that the District authorize Mr. Christy to be aur of-
<br />ficial representative on the National Rivers aDd Harbors. Motion unanimously carried.

<br />BLACK SQUIRREL CREEK HEARINGS:
<br />
<br />President Nichols stated he attended the two ~ay Hearings of the Ground Water Com-
<br />mission held in Colorado Springs on September 14 and 15, and advised that this
<br />complicated matter received a full Hearing with both opponents and proponents being
<br />heard. He advised that the Commission will receive written briefs. and the matter
<br />will be further discussed at their regular meeting in January, 1968.

<br />FRYINGPAN TOUR:
<br />
<br />President Nichols then asked Project Manager James Ogilvie to explain the two day
<br />tour which the Board members will participate in on September 22 and 23. Mr. .
<br />Ogilvie stated that a very lIin depth" tour had been arranged in order that the Directors
<br />might Bee first hand the work which has been 3-ccomp1ished, and .of plans for future
<br />
