<br />Directors attention to the report of September 11,. and lengthy discussion was haa on
<br />a number of. the items. It WBS unanimously agreed thst each Director should study
<br />the problem of Water Allocation between meetings, and that the matter will remain
<br />on the Agenda until the formal Policy is established. President Nichols stated he
<br />had been asked by several Directors to enlarge the scope of the Engineering Com-
<br />mIttee by appointing SOmeone from the Upper Valley, and the middie section of the
<br />District. He snggested the names of George Everett from SaUda, and Frank MUenskl
<br />from La Junta, and hearing no abjections, declared that they were appointed to the
<br />Engineering Committee.

<br />CORPS OF ARMY ENGINEERS PROPOSAL:
<br />
<br />President Nichols stated the Corps of Army Engineers has sst four meeting dates
<br />during which time Public Officials end other interested parties will have an opportunity
<br />to hear the Corps Proposal in detall, end to ask specl!1c questions. The meeting
<br />dates are as fallows: Pueblo, September 26; Colorado Springs, September 27;
<br />La Juota, September 28; and Canon City, September 29. President Nichols BdviB<;d
<br />that a forinal Hearing will he held on the Campus of the SOUthe:ntColorado State :.
<br />College in Pueblo on Friday, October. 6, at which the Corps Officials hope they will
<br />receive official letters either endorsing the Project in its entirety, letters endorsing
<br />parts of the Project, or letters opposing the Project. Mr. Nichols urged all Directors
<br />to attend the meetings in their are.a, and to be in attendance at the formal Hearing 11
<br />at all possible.

<br />PUEBLO WATER BOARD PROPOSAL:
<br />
<br />President Nichols reported on the Engineering Committee Meeting which he Chaired
<br />in the absence of Chairman Dave Ciruli, at which representatives from the Enginesring
<br />Firm of Black and Ve..tch reported on the Pueblo Water Baud Study, BS well as the
<br />Valley. Pipeline Study which is to be dooe for the Conservancy District. Mr. Nichols
<br />stated he was pl.BSed with the scope of the Study to be done by Black and Veatch, and
<br />reported it will go much beyond what he and a number of other Directors expected
<br />when they voted for the program. He advised that the Engineers will be in close con-
<br />tact with the Engineering Committee and the office, to be sure that the Study is what
<br />we need to develop a program of size and cost for the Proposed Pipeline.

<br />LAMAR AND WALSENBURG REQUESTS~

<br />Manager Thomson reported he had received several telephone calls from Officials
<br />from Lamar, Colorado, requesting to know what disposition the Board had made of
<br />their request to join the District. He also reported he had received an informal
<br />leUer from the W81senburg Chamber of Commerce asking what procedure Walsenburg
<br />would have to go through to become a part of the District. A lengthy discussion
<br />eneued on the Lamar activity, during which time it was agreed that Lamar deserves
<br />to be kept fully informed 8S to the action being taken by the Board on their request.
<br />Several Directors suggested their concern to join the District at this time is the result
<br />of a potential water shortage problem braught about by the 1965 flood, and the fact
<br />they have engaged an Engineering Firm to do s long range Water Study. The discussion
<br />brought out the fact thst Lamar will have to know the actual cost to join the District,
<br />and the cost for the ""tension of the Valley Pipeline. Several Directors also suggested
<br />it might not be in the best interests of Lamar and the District 11 they came in as a
<br />"island" and urged that Lamar be encouraged to help bring in ths agricultural section
<br />between the eastern boundry et the Conservancy District and the City. Young moved,
<br />seconded by Christy, that the Lamar question be put on the Agenda for the October
<br />19 meeting when all Directors cen be preseni and that in the meantime, the Bureau
<br />of Reclamation and others attempt to obtaln as much specific information on cost as
<br />possible, in order that the Board might prepare a report for Lamar. Motion unani-
<br />mously carried.
