<br />12"',: <br />.." <br />Turquoise L9ke is operated for regulation of project and non-project <br />water on a service basis as \'ASll as for incidental fish and wildlife and <br />recreation purposes. <br /> <br />Pueblo IEservoir .is operated for regulation of project and non-project <br />water on a service basis, as \'ASll as for flood control, fish and wild- <br />life, and recreation purposes. <br /> <br />Under present plans, '!Win lakes Dam will not be operated by the Fryingpan- <br />Arkansas Project until construction of the new dam is at or near CCIlpletion. <br />lbwever, the project is accumulating ownership of water in 'Iwin lakes by <br />exchange with other entities to provide wate;r for testing the Mt. Elbert <br />Pultped-storage Powerplant. <br /> <br />'!he report has tIo.u main parts. '!he first part reports the results of <br />actual operations through water year 1978. '!he other presents operating <br />plans for water year 1979. <br /> <br />In establishing the general plan for future operations, three possibil- <br />ities are oonsidered: (1) a reasonable maximum water supply; (2) a <br />reasonable IlIiniInun water supply; and (3) a !lOst probable water supply. <br />':these three conditions of water supply are derived by statistical analy- <br />sis of historical water supply data. Statistically, the actual runoff <br />has a l-in-lO chance of being less than the reasonable minimun and a 1- <br />in-lO chance of being greater than the reasonable maximum. Annual <br />inflCM of a magnitude that is equaled or exoeeded 50 percent of the tine <br />is considered the 11D8t probable supply. Exhibits 1, 2, and 3 illustrate <br />the probability curves used. Chce established, hcMever, the Annual <br />~rating Plan does not remain rigid.
