<br />'Ihis is tOO tenth Annual Operating Plan for tre Fryingpan-Arkansas
<br />Project, which, when a:rnpleted will consist of federally owned dams,
<br />reservoirs, canals, =nduits, tunnels, pumping plants, hydroelectric
<br />pa.erplants, electric transmission lines, substations, and other facil-
<br />ities. As indicated by tre enclosed project map, trese features are, or
<br />will be, located in the Fryingpan River and Hunter Creek drainage areas
<br />of the O:Jloraoo River Basin and in tre Arkansas River Basin, central and
<br />southeastern O:Jloraclo, respecti vel y.

<br />These extensive works will ultimately nake possible tOO orderly and
<br />beneficial use of water for irrigation, hydroelectric power generaticn,
<br />fish and wildlife preservation, and municipal and industrial uses, and
<br />provide flood =ntrol and other collateral benefits.

<br />The purpose of this report is to provide a basis for increased coopera-
<br />tion and understanding =g all concerned with the coordinated. operation
<br />of tre project.

<br />'Ihe Fryingpan-Arkansas Project was authorized mder Public Law 87-590,
<br />87th O:Jngress, H.R. 2206, on August 16, 1962. 'Ihis law provides that
<br />the project will be operated under Operating Principles adopted by the
<br />State of O:Jlorado April 30, 1959, as arrended December 30, 1959, and
<br />recanber 9, 1960. '!bese Operating Principles \Ere published by the 87th
<br />O:Jngress, 1st Session, as H::luse LbcI.mlent No. 130. A copy of trese
<br />cperating Principles is included as an appendix to this report.

<br />Currently, project features in operation are Ruedi Darn and IEservoir,
<br />Sugar loaf Darn and 'furqwise lake, Pueblo Darn and IEservoir, Charles H.
<br />Boustead, South Fork, Chapran, and Nast TunnelS and the Fryingpan, South
<br />Fork, Chapran, Lily Pad, Sawyer and Ivanhoe diversion stnJctures.

<br />The Bureau has CClTpleted several operation studies on RuedilEservoir by
<br />ass\Jl\i.ng various agricultural, municipal, and industrial demands. .
<br />repending upon the assumed danand, tre average annual yield of the
<br />reservoir varied fran 64,000 to 78,000 acre-feet. '!he present est:iJnate
<br />of the replacement requirement is about 28,000 acre-feet annually and
<br />the average annual marketable yield is estimated to vary fran 36,000 to
<br />50,000 acre-feet. The Bureau is refonnulating the W;!st Divide Project
<br />to utilize water fran Ruedi and/or Green lobmtain IEservoir. ~ver,
<br />until these studies are a:rnpleted and/or a market develops for this
<br />water, the reservoir will be operated for flood control, recreation, and
<br />fishery purposes. 'IEmporary =ntracts for sale of water will be made on
<br />a interim basis Until long-tenn =ntracts can be negotiated.
