1231

.

Project water will be routed to fill the forebay through the Mt. Elbert
Conduit when requested by the oonstruction division.

Table 5 and Exhibit 9 show the proposed operation of 'I\.u:qLDise lake in
water year 1979.

Pueblo Reservoir

Reservoir Inflav-

Inflav- to Pueblo Reservoir is broken into two sources: (1) natural flav-
(the native flav- of the Arkansas River at Pueblo Dam plus upstream
reservoir water being passed downstream), and (2) project water for
storage in Pueblo Reservoir.

Upstream reservoir water, including project water sold to the South-
eastern Colorado Water Conservancy District, is a small portion of the
total flow of the Arkansas River at Pueblo Dam, and is usually bypassed,
therefore, it is oonsidered part of the natural flav-.

A probability curve for the natural inflav- to Pueblo Reservoir was
~uted by the lDg Pearson llEthod is shown graphically as Exhibit 3.

.

A total armual inflav- that is equaled or exceeded 50 percent of the tirre
is considered to be the rrost probable inflav-, a 90 percent chance of
being equaled or exceeded is considered to be the reasonable minirourn,
and a 10 percent chance of being equaled or exceeded is considered the
reasonable maximum.

'!he armual inflav- was distributed llOllthl y according to the averages
based on historical records for the years 1955 through 1974.

Winter Water Storage Program

'!he ditch carpanies belCM Pueblo Dam reached a tentative agreeIlEl1t for
a Winter Water Storage Program on November 15, 1978. '!he program requires
that all the ditch c:arrpanies between Pueblo and John Martin Reservoirs
agree to let the program operate by not placing a call on the river.
Storage in Pueblo Reservoir is detennined by the water available and is
based on the total river system. The water will be divided anong the
participating entities based on percentages agreed upon at the winter
water meetings. Certain provisions are allaved to SuPPly water to
entities with off-channel storage belCM Pueblo.

It is estimated that 43,000 acre-feet will be stored under this year's
program.

.

13
