Flexibility for future modifications to accommodate changes in water <br />resource development and administration. <br /> <br />The above stated accounting spreadsheet objectives are not intended as a final <br />or all inclusive list. As development of the spreadsheet proceeds and a clearer <br />understanding of the system is gained, the objectives will be reviewed and <br />revised as appropriate to accommodate budget constraints and changing needs <br />and desires. <br /> <br />C. OUTPUTS. The following specifio outputs will result from this <br />portion of the overall study: <br /> <br />1. An. accounting spreadsheet that can be utilized on a personal <br />computer; and <br /> <br />:t "'0' <br /> <br />:~\ .~~.i...' <br /> <br />2. Spreadsheet documentation which will include explanations of its <br />scope, assumptions, uses, limitations, etc.. The assumptions pertaining <br />to river administration, reservoir operations, and details of the various <br />agreements will be fully documented and clearly stated. Instructions on <br />input, along with examples of completed spreadsheets ann interpretation <br />will be included. All information generated will be provided in a format <br />which will encourage public involvement and be conducive to a better <br />understanding of Gunnison River basin water resources by the general <br />public. <br /> <br />D. SPREADSHEET DEVELOPMENT PROCESS. Reclamation will <br />assume responsibility for the technical development of the acconnting <br />spreadsheet. The Colorado Division of Water Resources (CDWR) will provide <br />direction regarding the administration of water rights and exchange <br />agreements. Since the CDWR has statutory responsibility for the <br />administration of State water law, it is likely that the spreadsheet will be <br />maintained by the Division 4 office with input provided by various entities. <br />Each of the other sponsors will have responsibilities in the development of the <br />spreadsheet logic and in the verification of the accuracy of the final product. <br />The consultant selected for the development of the planning model will be fully <br />involved in logic development as both water management tools must be <br /> <br />3 <br />
