II. STUDY MANAGEMENT

The development of the accounting spreadsheet (and planning model) will be
performed under the management direction of the Sponsors Committee (SC).
The SC will include representatives from the following organizations:

Colorado River Water Conservation District
Colorado Water Conservation Board
State of Colorado Division of Water Resources
Tri-County Water Conservancy District
Uncompahgre Valley Water Users Association
United States .Bureau of Reclamation
Upper Gunnison River Water Conservancy District

The purpose of the SC will' be to determine the needs.. objectives, assumptions.
and periodically review. the progress of the spreadsheet'development effort. All
final decisions and directives concerning the spreadsheet development and
refinements will be the sole responsibility of the SC.

A Public Focus Group (PFG) will be selected and will be oomprised of
representatives of organizations that, taken together, represent a broad range of
interests relevant to the water resources of the Gunnison River basin. It will
include, for example, representatives of agricultural interests, environmental
gl"OUpS, water suppliers, reoreation interests, and other groups involved with
and knowledgeable of basin water issues. Formation of this committee is to
ensure that interested parties are aware of the progress of the study and to
identify concerns and provide advice. .

III. PUBLIC INVOLVEMENT ACTMTIES.

Dissemination of information to the publio and gathering of input from
interested parties is included in the primary objectives of this study. An
overall Public Involvement Plan (PIP) has been developed to cover both the
accounting spreadsheet and planning model. Activities under this POS will
conform with that plan. Please refer to the PIP for further details.

IV. DETAILED WORK PLAN AND SCHEDULE.

Each specific task required to accomplish the development of the accounting
spreadsheet along with staff-week estimates and schedule is presented on the
following pages. The cost Qf accounting spreadsheet development is estimated
to be approximately $200,000, including cash and in-kind services. This
