The Daily Administration/Accounting <br />Spreadsheet will consist of a Lotus spreadsheet (or similar software) which <br />provides a method of daily accounting. It will also provide the records to <br />determine the effects of water administration actions. <br /> <br />.::;....... <br />l.::..::~:: <br /> <br />......,: <br />......:.- <br /> <br />The geographic size of the basin, complexity of Colorado water law, various <br />agreements, and the sheer number of features and water rights will require <br />some simplification to make the spreadsheet manageable. Dllta will be input <br />daily or at a minimum, weekly. The spreadsheet will individually represent <br />major high priority water rights that control the administration of the river. <br />Small water rights will be aggregated into priority classes or ranges within <br />individual sub-basins. <br /> <br />The following specific accounting objectives have been identified and will be <br />used in designing the spreadsheet: <br /> <br />1. - Accounting of storage debits and credits occurring as a result of the <br />Blue Mesa Reservoir and Taylor Park Reservoir'1975 Exchange <br />Agreement. <br /> <br />2. Accounting of storage debits and credits occurring as a resnlt of the <br />Ridgway Reservoir and Taylor Park Reservoir exchange currently being <br />developed by Tri-County Water Conservancy District, Uncompahgre <br />Valley Water Users Association, and Bureau of Reclamation. <br /> <br />"1;\ <br />;{~~';y <br /> <br />3. Accounting of water storage occurring as a result of the Taylor Park <br />Reservoir refill storage right decreed in Case No. 86-CW-203. <br />,~ <br /> <br />4. Accounting of water storage occurring as a result of the Blue Mesa <br />Reservoir rights. <br /> <br />5. Accounting of diversions under each major water right and aggregated <br />diversions or depletions under smaller water rights accounted for by <br />priority class or range of priorities and sub-basins. <br /> <br />!-'- <br /> <br />6. Accounting of flows occurring in the Black Canyon of the Gunnison as <br />a result of pending or proposed instream water rights. <br /> <br />7. Accounting of estimated depletions occurring under the 60,000 acre- <br />foot Curecanti Unit subordination. <br /> <br />8. Accounting of hydropower releases from the Curecanti Unit. <br /> <br />9. Accounting of replacement releases made from Blue Mesa Reservoir <br />and Taylor Park Reservoir as a result of water service contracts or <br />operational agreements. <br /> <br />2 <br /> <br /><~!.-:;; <br />
