The Daily Administration/Accounting Spreadsheet will consist of a Lotus spreadsheet (or similar software) which provides a method of daily accounting. It will also provide the records to determine the effects of water administration actions. .::;....... l.::..::~:: ......,: ......:.- The geographic size of the basin, complexity of Colorado water law, various agreements, and the sheer number of features and water rights will require some simplification to make the spreadsheet manageable. Dllta will be input daily or at a minimum, weekly. The spreadsheet will individually represent major high priority water rights that control the administration of the river. Small water rights will be aggregated into priority classes or ranges within individual sub-basins. The following specific accounting objectives have been identified and will be used in designing the spreadsheet: 1. - Accounting of storage debits and credits occurring as a result of the Blue Mesa Reservoir and Taylor Park Reservoir'1975 Exchange Agreement. 2. Accounting of storage debits and credits occurring as a resnlt of the Ridgway Reservoir and Taylor Park Reservoir exchange currently being developed by Tri-County Water Conservancy District, Uncompahgre Valley Water Users Association, and Bureau of Reclamation. "1;\ ;{~~';y 3. Accounting of water storage occurring as a result of the Taylor Park Reservoir refill storage right decreed in Case No. 86-CW-203. ,~ 4. Accounting of water storage occurring as a result of the Blue Mesa Reservoir rights. 5. Accounting of diversions under each major water right and aggregated diversions or depletions under smaller water rights accounted for by priority class or range of priorities and sub-basins. !-'- 6. Accounting of flows occurring in the Black Canyon of the Gunnison as a result of pending or proposed instream water rights. 7. Accounting of estimated depletions occurring under the 60,000 acre- foot Curecanti Unit subordination. 8. Accounting of hydropower releases from the Curecanti Unit. 9. Accounting of replacement releases made from Blue Mesa Reservoir and Taylor Park Reservoir as a result of water service contracts or operational agreements. 2 <~!.-:;;
