GUNNISON RIVER BASIN WATER MANAGEMENT AND PLANNING
ACCOUNTING SPREADSHEET
PLAN OF STUDY

I. INTRODUCTION

A. OVERVIEW. A diversified group of water user organizations
including local, State, and Federal organizations, and other interested parties
within the Gunnison and Uncompahgre basins have agreed to develop improved
water management tools for use in the basin. The water management need
addressed by this Plan of Study (POS) has to do with obtaining a better
understanding. of how water in the basin is being allocated and depleted on a
daily basis in connection with major basin water rights and exchange
agreemel1ts which are currently in existence. A water accounting spreadsheet
(accounting spreadsheet) would accurately reflect the daily administration of
major water rights and exchange agreements in the Gunnison basin. A similar
accounting spreadsheet is currently being used for the Colorado River in
Colorado's Water Division 5. This document contains a plan for the
€S.) development of the accounting spreadsheet.

The sponsors in the development ,of the accounting spreadsheet are: Colorado
Water Conservation -Board (CWCBl. Upper Gunnison River Water Conservation
District (UGWCD), Tri-County Water Conservancy District (TCWCD),
Uncompahgre.Valley Water Users Association (UVWUA) , Colorado Division of
Water Resources/State Engineer's Office (SEO), Colorado River Water
Conservation District (CRWCD), U.S. Bureau of Reclamation (BOR).

B. SCOPE & OBJECTIVES OF ACCOUNTING SPREADSHEET. The
overall objective of this portion of the study is to develop an accounting
spreadsheet that oan be used to more efficiently and effectively' manage, record
and administer basin water supplies to meet existinl! demands consistent with
decreed water rights and provide an accounting of the major exchanges and
storage of water. Emphasis Will also be directed toward providing information
and receiving comment from interested members of the public concerning
spreadsheet development, assumptions, and results, Details concerning public
involvement are contained in Section VI of this document and in a separate
Public Involvement Plan (PIP) for the entire study which includes the -
concurrent development of the planning model.
