INTRODUCTION <br /> <br />A. OVERVIEW. A diversified group of water user organizations <br />including local, State, and Federal organizations, and other interested parties <br />within the Gunnison and Uncompahgre basins have agreed to develop improved <br />water management tools for use in the basin. The water management need <br />addressed by this Plan of Study (POS) has to do with obtaining a better <br />understanding. of how water in the basin is being allocated and depleted on a <br />daily basis in connection with major basin water rights and exchange <br />agreemel1ts which are currently in existence. A water accounting spreadsheet <br />(accounting spreadsheet) would accurately reflect the daily administration of <br />major water rights and exchange agreements in the Gunnison basin. A similar <br />accounting spreadsheet is currently being used for the Colorado River in <br />Colorado's Water Division 5. This document contains a plan for the <br />€S.) development of the accounting spreadsheet. <br /> <br />The sponsors in the development ,of the accounting spreadsheet are: Colorado <br />Water Conservation -Board (CWCBl. Upper Gunnison River Water Conservation <br />District (UGWCD), Tri-County Water Conservancy District (TCWCD), <br />Uncompahgre.Valley Water Users Association (UVWUA) , Colorado Division of <br />Water Resources/State Engineer's Office (SEO), Colorado River Water <br />Conservation District (CRWCD), U.S. Bureau of Reclamation (BOR). <br /> <br />, <br /> <br />B. SCOPE & OBJECTIVES OF ACCOUNTING SPREADSHEET. The <br />overall objective of this portion of the study is to develop an accounting <br />spreadsheet that oan be used to more efficiently and effectively' manage, record <br />and administer basin water supplies to meet existinl! demands consistent with <br />decreed water rights and provide an accounting of the major exchanges and <br />storage of water. Emphasis Will also be directed toward providing information <br />and receiving comment from interested members of the public concerning <br />spreadsheet development, assumptions, and results, Details concerning public <br />involvement are contained in Section VI of this document and in a separate <br />Public Involvement Plan (PIP) for the entire study which includes the - <br />concurrent development of the planning model. <br /> <br />::: <br />~~ <br /> <br />:; <br /> <br />C:) <br /> <br />The existence of exchanges and other operational agreements impacting the <br />water supply operations dictates the need for this tool.
