Thom- <br />son - Pueblo <br /> <br />The Board of Directors meet monthly, at the Dis. <br />triet Offices, 905 Highway 50 West, Pueblo, Colorado, <br />and all meetings are held on the third Thursday of <br />each month at 10:00 a.m., unless the Board, by majori. <br />ty vote, elects Lo change the date, or the place or both. <br />Visitors and members of the news media are always <br />cordially invited to attend the Board meetings, and the <br />Director~ are pleased with the large number of such <br />persons who attend. <br /> <br />TESTIMONY BEFORE CONGRESS <br /> <br />The Southeastern Colorado Water Conservancy <br />District i. the Legal Agency for the Fryingp.n.Ark.n- <br />sas Project, having entered into a Contract with the <br />United States of America on January 21, 1965, to <br />repay, with interest, the assigned reimbursable costs <br />of the completed Project. As such, the Board of Direc. <br />tors of the District has a primary responsibility to see <br />the Project completed at the earliest possible date, in <br />order that the benefits of the Project might be enjoyed, <br />and sizable payments be made to the United States. <br />The members of the Board carefully review the <br /> <br />recommended Budgets prepared for Bureau of Recla- <br />mation and Army Corps of Engineer Projects within <br />the Southeastern part of Colorado, and after consul- <br />tation with representatives of the Agencies, developed <br />testimony to he presented before the Appropriations <br />Subcommittees of the United States Senate and House <br />of Representatives. <br /> <br />The Di!:ltrict is a member of the Arkansas Basin <br />Development Association, and as such, submits Budget <br />recommendations to the Arkansas River Basin Inter- <br />state Committee which, when approved, are included <br />in the testimony presented by the Five State Interstate <br />Committee. The amounts are also endorsed by the 50 <br />State Water Resources Congress, and the National <br />Water Resources Association, in testimony presented <br />by those three Organizations before the Committees <br />of Congress. <br /> <br />In his Budget message for FY 1977, President <br />Gerald Ford recommended an appropriation of $39 <br />million, which the Board determined would be ade- <br />quate {or continued construction during the ensuing <br /> <br />8 <br /> <br />1 <br />I- <br />. <br />1:- <br />1 <br />, <br />i <br />1 <br /> <br /> <br />: year. This compares to $42,216,000 for FY 1976, which <br />constituted a 15 month Fiscal Year, and $27,730,000 <br />lor FY 1975, and $38,515 lor FY 1974. <br /> <br />Representatives from the District on the Arkansas <br />River Basin Interstate Committee include: President <br />Thom.s W. McCurdy, Secret.ry Geo.rge E. Everett, <br />Director Raymond D. Nixon and General Manager <br />Charles L. Thomson, each of whom was appointed by <br />either Governors lohn Love, lohn Vanderhoof and <br />Richard D. Lamm. Mr. Thomson also serves as <br />Treasurer of the Water Resources CongreS8, and a <br />member of the Executive Committee. <br /> <br />The members of the Board extend their sincere <br />gratitude to the Honorable Floyd Haskell and Gary <br />Hart, members of the United States Senate from Colo- <br />rado, and the Honorable Frank E. Evans and William <br />Armstrong, members of the United States House of <br />Representatives from Colorado, who supported the ap- <br />propriation requests from the District, and it has been <br />through their great support that construction has <br />progressed so well down through the years. <br /> <br />The District also joined the Interstate Committee <br />in supporting adequate funding for Trinidad Dam, Las <br />Animas Flood Control Project and Studies above John <br />Martin. <br /> <br />if <br />j <br /> <br />FRYINGPAN-ARKANSAS PROJECT <br /> <br />I.. <br /> <br />.... <br /> <br />This multi-purpose Project was authorized by the <br />Congress 01 the United States, under Public L.w 87. <br />500, on August 16, 1962, and House Documents 187 <br />and 353, and the District entered into a Repayment <br />Contract with the United States on January 21, 1965. <br />Construction began in August 19M, when work was <br />started on Ruedi Reservoir, a replacement Reservoir <br />for management of Colorado River water. Construction <br />has continued on 8 regular pace, dictated only by the <br />amounts of money appropriated by the Congress of <br />the United States from year to year. As was previously <br />mentioned, the District has exerted a great deal of <br />effort developing supporting testimony to be presented <br />before the appropriate Subcommittees of Congress, <br />and the Administration's recommending funding for <br />continued construction. <br /> <br />Construction activities continued at a steady pace <br />during 1976, with a number of new contracts either <br />awarded or bids were opened. On July 8, 1976, the <br />bids were opened for the second megawatt generator <br />at the Mt. Elbert Power Plant, and the apparent low <br />bidder was Hitachi America Limited of San Francisco, <br />with a bid of 82,582,070, as compared to the Engineer's <br />estim.te of $3,082,000. Bids were opened lor the Mt. <br />Elbert Conduit on November 30, 1976, and the appar. <br />ent low bidder was Kasler Corporation and L.
