A decision to construct a <br />Conduit rather than a c_ornbination of canals and tun- <br />nels was made by the Bureau of Reclamation after <br />numeroUs meetings with environmental groups and <br />other Federal Agencies who were concerned about <br />problems imposed by an open canal. Bids were opened <br />on August 31, 1976 for the Morman and Carter Tun- <br />nels and diversion works, and the apparent Jow bidder <br />o was ELy Company of Wichita, Kansas with a bid 01 <br />o $8,491,928, compared to an Engineer's estimate of <br />..... $10,427,239. <br /> <br />(,C <br /><::> Construction continued 011 the second and final <br />oc phase of the Hunter Tunnel System, and it was ex- <br />pected tbe tunnel would be holed tbrough in Mid 1977. <br />Work on Cunningham Tunnel and the Ivanhoe Diver- <br />sion Warks were completed on December 10, and <br />work continued on the completion of the Mt. Elbert <br />Power Plant Building, Mt Elbert Forebay, Switchyard <br />and a contract was awarded for the construction of <br />tbe Mt Elbert-Malta 230 KV Transmission Line be. <br />tween the Mt Elbert Power Plant and tbe Public <br />Service Company Switchyard at Malta.
