A decision to construct a Conduit rather than a c_ornbination of canals and tun- nels was made by the Bureau of Reclamation after numeroUs meetings with environmental groups and other Federal Agencies who were concerned about problems imposed by an open canal. Work on Cunningham Tunnel and the Ivanhoe Diver- sion Warks were completed on December 10, and work continued on the completion of the Mt. Contracts were awarded for road work and water and sewer facilities at the recreation area at Pueblo Reservoir, and Engi~ neering crews commenced Field Surveys on the Pro- posed Fountain Valley Pipeline between Pueblo Dam and the entities in EI Paso County. During the year. members of the Board of Di. rectors of the District and Staff worked closely with representatives from the Fryingpan-Arkansas Project Office, in attending meetings to answer allegations imposed by individuals from the Aspen-Pitkin County area; and in August the members of the Board of Di. rectors joined with Officials from the Bureau in tour- jng the Fryingpan-Arkansas Project. PAYMENTS TO THE UNITED STATES As tbe Legal Sponsor for the Fryingpan-Arkansas Project, the District has assumed the obligation to repay the reimbursable costs of the Project, and each year since 1970, except 1971, the District has made substantial payments in the form of purchasing Project water, and paying tbe amount equal to the 2/10ths of one mill on the assessed valuation of the District. Wben the Project i. completed, tbe District will be obligated to pay 9/1Oths of one mill in addition to the then going ratc of Project water, and storage space in the Project for nonproject water.
