Lower Gunnison Basin Unit. The Council understands

that there has been a significant increase in the number of

participants in the winter water portion of this unit.

With this added interest" the existing culinary water

system lIa)' be used for delivery of stock water,thus

placing additional requirements on the existing dome.stic

water treatment facilities. The Council wishes to
recommend that activities beyond those needed to implement
the salinity control measures to achieve the estimated salt

load reduction should not be included as a part of the

salinity control program. Implementation of the winter

water portion of this unit should be expedited so that

construction can begin in FY 1988.

Local entities and the State of.Colorado ha.ve expended

considerable effort to coordinate the initiation.of the

winter water portion of this unit. The participants are

ready and anxious to begin construction. Failure 'to

proceed in 1988 will result in a significant setback in

this program.

The Council understands that there will be no

requirements for the replacement of incidental fish and

wildlife values foregone on the winter water portion of

this unit. Local concerns regarding fish and wildlife

habitat value replacement on the remaining activities must

be resolved before the canal lining portion of this unit
