The Council recommends that Reclamation,

USDA, and Fish and Wildlife Service continue work with

local water users and the Colorado Water Conservation Board

to resolve this problem.

Lower Virgin River. Recent studies done in cooperation

with the Nevada Power Company confirm the economic

viability of the use of saline water from the Lower Virgin

River Unit for the proposed (1996) Harry Allen Powerplant

near Las Vegas, Nevada. Verification of aquifer

characteristics is necessary to determine the dependable
ground water basin yield. In order to meet Nevada Power's

schedule for powerplant construction, ground water basin

evaluation and the well field test program must begin this

fiscal year. This unit should be given priority with

Advanced ~lanning initiated in FY 1989

San Juan River Unit. A recently completed preliminary

study by Reclamation has shown that a potential exists for

salinity reduction in the San Juan River drainage in New

Mexico. Irrigation delivery system improvements on the

Hammon Project offers a salinity control program with a

very favorable cost-effectiveness. In addition to

improvements on, the Hammond Project, cost-effective salt

load reductions may be possible on the Navajo Nation lands

as well as from natural sources near the Hogback area. The

Council recommends that Reclamation continue their planning
acti vi ties to further define the salt load reduction

-8-
