Much fine work has been accomplished to date <br /> <br />and we urge that Reclamation not allow any delay in the <br /> <br />schedule of activity to complete the organization of the <br /> <br />private laterals. The Council is pleased that construction <br />on the west end portion of Stage Two has been initiated. <br /> <br />However, the Council is displeased with the funding levels <br /> <br />proposed for 1988. Funding reductions from those <br />recommended by the Council would appear to preclude the <br /> <br />lining of the association laterals. Without the <br /> <br />improvement of the laterals. the cost effecti v.e USDA on farm <br /> <br />salinity control aotivities can not be implementedina <br />timely and. cost efficient manner. <br /> <br />Las Ve~as Wash Unit. Reclamation should continue with <br /> <br />the effluent moni toring program established in the Wash to <br /> <br />evaluate the effectiveness of the Pittman Bypass. The <br /> <br />completion of construction on retention dike.- 14 is the <br /> <br />first step in the verification phase of a ground water <br /> <br /> <br />barrier. detention basin in the Wbi tney area. Reclamation <br /> <br />should proceed with construction of the slurry cut-off wall <br /> <br />following the necessary year of hydrologic monitoring. <br /> <br />Dolores Project (McElmo Creek Unit). The Council <br /> <br />supports continued implementation of authorized salinity <br /> <br />.} <br /> <br />control activities and recommends close coordination with <br /> <br />the Department of Agriculture. <br /> <br />-6- <br />
