While the Council has <br /> <br />become concerned with the recent lack of attention given to <br /> <br />Colorado River Basin salinity by EPA, we have seen some <br /> <br />efforts on the part of EPA to restore the level of priority <br /> <br />given to the salinity issue. Since the early 1970's EPA <br /> <br /> <br />has designated Region VIII as the lead office in <br /> <br />coordinating EPA's activities with the Basin states. Added <br /> <br />responsibi Ii ty in the Region has reduced the level of <br /> <br />participation in the program." The Council urges EPA to <br /> <br />provide additional assistance in carrying out EPA's role in <br /> <br />the salinity program. Finally, the Council wishes to bring <br /> <br />to EPAthe same comments as given FWS (Page 9) regarding <br /> <br />the voluntary replacement of fish and wildlife values <br /> <br />foregone. <br /> <br />Budget Recommendations <br /> <br />The President's 1988 budget recommendations are of <br /> <br />grave concern to the Council. In a year when the total <br /> <br />Bureau of Reclamation budget has realized a substantial <br /> <br />increase in funding the salinity control program has had <br /> <br />its budget signi ficantly reduced. The Council has <br /> <br />re,quested only the funding necessary for the salint ty <br /> <br />control activities required to maintain the adopted numeric <br /> <br />criteria for salinity.
