The USDA has subdivided <br /> <br />this large agricultural area into smaller treatment areas <br /> <br />based on the salt load reduction potential as recommended <br /> <br />by the Council in its 1985 report. USDA should seek local <br /> <br />input and support for the revised plan. Priority <br /> <br />implementation of the onfarm program should continue to be <br /> <br />based on those areas with the greatest salt contribution <br /> <br />and cost effectiveness. <br /> <br />McElmo Creek Unit. Reclamation's advance planning <br /> <br />activities are proceeding on this unit. In order fot <br /> <br />Reclamation to assure proper sizing and location of farm <br /> <br />turnouts, USDA should expedite their onfarm planning to <br />identify those needs for Reclamation;' The Council is <br /> <br />pleased to learn of the assignment of SCS technical <br /> <br />personnel in the area to coordinate the onfar. program with <br /> <br />the ongoing efforts of Reclamation. <br /> <br />Price.,San Rafael Rivers Unit. Preliminaryevaluation <br /> <br />of coordinated but individual salinity programs by USDA and <br /> <br />Reclamation have shown little promise. However, a single, <br /> <br />jointly developed plan could provide an effective program. <br /> <br />In its 1985 report, the Council recommended that USDA and <br /> <br />-15- <br /> <br /> <br />Reclamation develop a joint planning study to identify a <br /> <br />realistic salinity control program. The. Council is pleased <br /> <br />that this has been initiated and urges the two agencies to <br /> <br />expeditiously carry out the joint planning program. <br />
