The Council is pleased wi th the <br /> <br />progress in the Grand Valley area, specifically the <br /> <br />monitoring and evaluation program, and supports the <br /> <br />continued effort. <br /> <br />Uinta Basin Unit. Like the Grand Valley Unit, progress <br /> <br />on the implementation of onfarm measures in this area in <br />. ' , <br /> <br />Utah has been satisfying. However, we are concerned with <br /> <br />the level of progress made orrmonitoring and evaluation. <br /> <br />The Council would like to see a greater effort on the part <br /> <br />of USDA on the collection of data so that the results of <br /> <br />the on farm program can be properly measured and evaluated. <br /> <br />Big Sandy Unit. The Council is pleased with the <br /> <br />progress of the onfarm salinity control program under study <br /> <br />b)" SCS. As one of the most cost effective salinity control <br /> <br />measures identified by the federal agencies, the Forum and <br /> <br />the Council encourage the completion of the final plan for <br /> <br />the unit in FY 1987 and urge that implementation of the <br /> <br />salinity control program begin in FY 1988. The Council <br /> <br />understands that the SCS recommended plan has received <br /> <br />strong local and state support and that the plan achieves a <br /> <br />balance of local benefits, reduction in salt load, and <br /> <br />compliance with state water law. An Environmental Impact <br /> <br />Statement (EIS) is being prepared by the Wyoming State <br /> <br />Office of SCS. <br /> <br />-14.'- <br /> <br />, <br />
