The Council

urges Reclamation to maintain the budget level of this

vital program and thatt,he other federal agencies pursue

adequate funding to implement their portion of the salinity

program in a timely and cost.."e'fficient manner.

Of critical importance to the success of the salinity

control program is the continuation of an independent water

quality office reporting directly to the Assistant

Commissioner of Reclamation. In 1975, the Commissioner of

Reclamation responded favorably to the request from the

Forum regarding establishment of this office, and the

Council feels the progress made to date is in no small

part due to the position of this office in the

organizational structure. The Council strongly recommends

that the Water Quality Office be continued in its present

position, with the basic charter and functions unchanged.

The following tabulation contains the Council's

recommendations for appropriations for FY 1988 and FY
1989, Tentative recommendations for FY 1990 funding to

provide program continuity are also offered.

-17-

j,. ,

",

,
,ie;
