<br />THE AMITY MUTUAL IRRIGATION COMPANY <br /> <br />j <br /> <br />1 r;: ti'~ <br />~t-e 'trinidad proiect report has been prepared by the <br />Bureau of Reclamation and the Army Engineers. This project <br />provides flood control at Trinidad with irrigation of lands In that <br />vicinity that have been irrigated heretofor. It provides for the <br />transfer of the 20,000 a.f. storage right of the Model Reservoir to <br />the Channel Reservoir behind the dam. The. Amity along with <br />other dttches on the river have protested this transfer. Many prob- <br />lems connected with the transfer have been considered by your <br />Board and the Arkansas River Ditch Assoctation with the conser- <br />vancy District formed for administration of this project. Operation <br />principles provide for the storing of winter flows under the Model <br />storage right, and the pooling of all water rights with the control <br />by the Conservancy District. <br /> <br />It looks now like the dam on Clay Creek proposed by the <br />City of Lamar would be built In cooperation with the Fish and <br />Game Commission. It is hoped by the sponsor that this reservoir <br />will tend to replenish waler in the pumping area where water Is <br />obtalned for the City. If proper outlets are provided it should not <br />interfere with river administration. <br /> <br />In accordance with the provisions of House Joint Resolution <br />No, 1030 of the Colorado Legislature, a joint commlttee of the <br />Legislature held meetings throughout the State. Two of these <br />meetings were held in the Arkansas Valley. Many SUggestions <br />were made to improve River Administration and for the regulation <br />01 ground water. It is understood that many Btlls are ready to be <br />introduced in this session of the Legislature. Time has been set <br />early in February to hear suggestions from the Colorado Wa18r <br />Board and other special Committees regarding new legislation, It <br />Is likely that this session of the Legislature will have more far <br />reaching Water legislation to consider than has been before <br />Colorado law makers in a long time. <br /> <br />Because of the agitation for the creation of a permanent pool <br />In John Marlin Reservoir, I would like to repeat with some <br />additions what we found last year from our studies of the prob- <br />lems that would confront the users of water below the dam. <br />Losses in evaporation, sedimentation and the difficulties of <br />administration are staggering. We are convinced that if the pro- <br />ponents of the permanent pool would make a like study:hey <br />would not support such a project. <br /> <br />During the last several years of low flows on the Arkansas <br />River the outflows of the Reservoir have exceeded the Inflows by <br />substantial amounts. Inflows into the dam are carefully measured <br />at Las Animas and likewise the outflows are measured below the <br /> <br />,. <br /> <br />PIJ'. ~ <br />
