The rain <br />lall was much less up stream consequently very little water was <br />slored in John Martin as a result of this storm. <br /> <br />The total inflow Into John Martin Reservoir as measured at <br />Las Animas was 40,990 0..1. of which 7290 0..1. was during the <br />winter storage months. 4230 0..1. by the Arkansas and 2965 0..1. by <br />the Purgatoire. The practice of winter irrigation by upstream <br />ditches and the mtld open winters of recent years have practically <br />nulllfied private storage rights as well as storage in John Martin <br />Reservoir. The water offlctals should see that this water is not <br />wasted in barrow pits and on the roads. when it is impossible to <br />properly apply irrigation because of freezing conditions. <br /> <br />The ditches in District 67 diverted 60.780 a.f. during 1964, <br />8670 0..1. of which was during storage season. The State Line flow <br />amounted to 81.460 a.t. of which approximately 14,000a.f. was <br />winter flow. Upstream diversion of the Arkansas River below <br />Pueblo amounted to 159,780 0..1. during winter and 273.504 a.f. <br />during irrigation season. In addition 45.029 0..1. of Trans-mountain <br />water most of which went to the Colorado canal. Diversion from <br />the Arkansas river by ditches in Kansas was 42,588 a.f. Storms in <br />Colorado the last of May and in Kansas in JWle caused 21,600 d. <br />10 pass Garden City in June, but flows at this station averaged <br />approxlmately 5 d.s. the remainder of the irrigation season and <br />about 32 c.l.s. datly in the winter. <br /> <br />Distribution of water from the canal when flows from the <br />river fluctuate greatly cause larger transportation losses and ere <br />often not very satisfactory to the irrigator. Your patience and <br />cooperaUon is always appreciated. <br /> <br />The Amity has joined other ditches on the rtver tn a <br />petition. to the State Engineer of Colorado to take jurisdiction over <br />the pumping of underflow waters by two ditches into their canals <br />below the measuring devices. doing this in addition to .thelr <br />decreed priorllles. This practice if allowed to continue would <br />destroy the value of State Administration of the river and with <br />that the priority system. J. E. Whitien, State Engineer has sel <br />February 25th as the date to hear protests on this practice. <br /> <br />Construction Is proceeding on the early phases of the <br />Frying Pan.ArkanSllS project. The Southeast Colorado Conser- <br />vancy District has signed a repayment contract with the Reclama. <br />tion Bureau. Part of the repayment is based on the re-requ]allon of <br />the native waters of the Arkansas River.
