To form the Southeas.ern Colorado Water Conservancy District. <br /> <br />This is the District thot now exists, which has taxing power. I <br /> <br />basically always oi-'pose a formation of an entity that hod toxing <br /> <br />power, until I hod hoped the Project had first been approved and <br /> <br />authorized by Congress. This being impossible, and since you could <br /> <br />no longer raise volunteer funds adequate to do the jOb, we created <br /> <br />the iJistrict. <br /> <br />The Uistrict was erected in April of 1958, end in July of 1958 <br /> <br />we learned that the Western Colorado River Water Conservotion <br /> <br />District had, without notice to us, obtained a decree from the <br /> <br />casalt Project which had a priority date ahead of the Fryingpan, <br /> <br />and if the decree stood it would defeat the Fryingpan Project and <br />bar it. It was at this time that Felix Sparks was appointed Dir- <br /> <br />ector of the Colorado Water Conservation Board. and I went over on <br /> <br />behalf of our District as one of its first acts. to File a Motion <br />I to reopen those decrees. <br />11/6/74 <br /> <br />I <br /> <br />I <br /> <br />In 1958 Felix ~parks was made director of the Colorado Water <br /> <br />Conservation board. Crawford having died, and Sparks from Delta. <br /> <br />o Democrat. had been a member of the Colorodo 'Supreme Court. and <br /> <br /> <br />I was active in pOlitics. and a friend of Aspinall's. This was very <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />helpful in subsequent months because from July. 1958. clear through <br />1959. and until January. really. of 1960. we had a number of meetings. <br /> <br />in effect a revitalization of the old policy and review committee <br /> <br />that had ceased to function in 1951. and it wos in this interim <br /> <br />during 1959 thot we dropped Aspen Reservoir and we substituted Ruedi <br /> <br />Reservoir and the renegotiated operating principles took a common <br />
